Reducing many types of road use fees

Recently, the Ministry of Finance has received a petition from voters in Ha Tinh province sent by the People's Committee, which proposes deducting road use fees and motor vehicle insurance for vehicles transporting passengers during the pandemic from June 1, 2021 to November 30, 2021. At the same time, proposing to extend the implementation period of Circular No. 47/2021/TT-BTC dated June 24, 2021 in order to remove difficulties for those affected by the Covid-19 pandemic until June 30, 2022.

Responding to this issue, the Ministry of Finance said that, about the road use fee, according to the current regulations on free road use for transport business vehicles, in Circular No. 70/2021/TT- The BTC dated 12/8/2021 of the Ministry of Finance stipulates the rate, collection, submission, waiver, administration and use of road use fees, it regulates that cars used for operating transportation service and belong to enterprises, cooperatives and unions of cooperatives operating transportation suspending circulation continuously for 30 days or more will not be subject to road use fees.

In addition, according to the provisions of Circular No. 70/2021/TT-BTC, for cars used for operating transportation services suspended from circulation continuously for 30 days or more, enterprises must send dossiers to the Department of Transport for getting confirmation on the suspension of circulation.

If the conditions are met, the Department of Transport shall sign the application for suspension of circulation. The date the Department of Transport confirms in the application for suspension of circulation is the basis for determining the suspension period for consideration of being exempt from fees and deducted from the payable fee amount of the following period.

The Ministry of Finance said, in order to reduce difficulties for those affected by the Covid-19 pandemic, the Ministry of Transport has proposed to reduce the road use fee. On this basis, the Ministry of Finance has issued Circular No. 74/2020/TT-BTC, Circular No. 112/2020/TT-BTC and Circular No. 47/2021/TT-BTC on reducing 30% of road use fees for cars transporting passengers and reducing 10% of the road use fee for cars transporting goods. The fee reduction period is from August 10, 2020 to the end of December 31, 2021.

In order to support businesses and people, the Ministry of Finance has issued Circular No. 120/2021/TT-BTC stipulating the rate of collection of a number of fees and charges to support and remove difficulties for businesses affected by the Covid-19 pandemic.

In which, 30% reduction of the road use fee for driving practice cars and test cars; continue to reduce 30% of the road use fee for vehicles transporting passengers, and reduce 10% of the road use fee for vehicles transporting goods; 50% reduction of fees for issuance of certificates of technical safety and environmental protection for motor vehicles and special-use motorcycles. The reduction period is from January 1, 2022 to the end of June 30, 2022.

As for motor vehicle insurance, according to the Ministry of Finance, in order to support insurance businesses and buyers to overcome the consequences of the Covid-19 pandemic, the Ministry of Finance is currently submitting to the Prime Minister for permission on formulating and issuing a Circular amending and supplementing Circular No. 04/2021/TT-BTC according to the shortened order and procedures as prescribed in the Law on Promulgation of Legal Documents.

On January 10, 2022, the Government Office issued Official Letter No. 201/VPCP-KTTH agreeing to apply the simplified order and procedures for the development and issuance of the Circular as proposed by the Ministry of Finance. The Ministry of Finance will study and issue a Circular amending and supplementing Circular No. 04/2021/TT-BTC in the near future.
