Removing difficulties in specialized management for goods of residents living in border zones

Regarding to policies of importing and exporting goods of residents living in border zones for some commodities subject to conditional business and import and export license (for example: rice, coal, wood, fertilizer), the GDVC said that goods traded or exchanged by residents living in border zones shall be goods serving their production activities and daily life. Goods traded in large quantities for commercial purposes must fully comply with the provisions of the law on conditions and permits (if any).
For specialized inspections for goods traded or exchanged by residents living in border zones exceeding the duty-free quotas, Article 16 Decision 52/2015/QD-TTg of the Prime Minister does not stipulate the difference between goods exceeded or within duty-free quotas. Hence, the specialized inspections are implemented in accordance with current regulations.

Accordingly, the GDVC stated that the objects entitled to tax exemption policies for goods traded and exchanged by border residents shall comply with the provisions of Decree No. 134/2016/ND-CP dated 12 August 2016 of the Government guiding the law on Import and Export Duty.
Besides, the GDVC also guided local Customs departments on some contents related to tax exemption policies for goods traded and exchanged by border residents and the list of goods traded and exchanged by border residents.
