Earlier, many newspapers published "The list of 5 heads of State agencies were prosecuted for corruption", which was revealed from the plenary session on anti-corruption of the Government and the Justice Committee of the National Assembly. Many newspapers posted that the Inspector General, Mr. Phan Van Sau announced the list of 5 heads of State agencies prosecuted for corruption, including the head of a Customs Branch at the airport.
Related to this content, the Deputy Director General, Mr. Nguyen Duong Thai said the General Department of Vietnam Customs reviewed the organizational apparatus, including 4 Airport Customs Branches: the Customs Branch of Noi Bai International Airport under Hanoi Department of Customs; the Customs Branch of Tan Son Nhat International Airport under Ho Chi Minh City Department of Customs; the Customs Branch of Da Nang International Airport under Da Nang Department of Customs; and the Customs Branch of Cam Ranh International Airport under Khanh Hoa Department of Customs.
In fact, from January 1, 2016 to date, there has not been any head of a Customs Branch at the airport committing a crime due to corruption or lack of responsibility.
There has been 1 civil servant who received a “stiff reprimand" due to lack of supervision and inspection in directing and operating Customs procedures improperly (Mr. Nguyen Thai Hoan, former head of the Customs Branch of Danang International Airport).
Thus, the content published in the newspapers is incorrect.
Regarding the anti-corruption activities of Customs in recent years, the Deputy Director General, Mr. Nguyen Duong Thai stressed that Customs always appreciated the work of prevention of negative acts and anti-corruption through building, promulgation and implementation of legal documents on this issue; and implements strict discipline measures according to Directive No. 1461 / CT-TCHQ on June 30, 2008 on the strengthening of administrative discipline, prevention of negative signs and anti-corruption of Customs officers; and
The Plan to implement Directive No. 04/ CT-BTC of the Ministry of Finance on December 20, 2011 on strengthening discipline in the finance sector, issued together with Official Dispatch No. 614 / TCHQ- TCCB on February 16, 2012; and
Decision No. 1952 / QD-TCHQ on September 10, 2012 of the General Department of Vietnam Customs on regulations of supervision and inspection in Customs.
Moreover, the General Department of Vietnam Customs has the motto of Vietnam Customs "Professionalism - Transparency - Efficiency" together with Decision No. 225 / QD-TCHQ on February 9, 2011 of the General Director of the General Department of Customs and Directive No. 815 / CT-TCHQ on February 25, 2011 on the implementation of the declaration of Customs services.
In addition, the General Department of Vietnam Customs issued Decision No. 557 / QD-TCHQ on February 18, 2013 on behaviour principles for civil servants and public employees; and Decision No. 1458 / QD-TCHQ on May 8, 2013 regulating liability of the Director and the Deputy Director in case of violations in the Customs sector due to lack of responsibility or corruption.
In 2015, in order to strengthen anti-corruption activities, the General Department of Vietnam Customs issued a series of legal documents. In particular, the General Department of Vietnam Customs amended the declaration of Customs services to ensure compliance in the new situation (Decision No. 952 / QD-TCHQ dated 03/4/2015). The declaration of Customs services was amended to promote the reform and modernization of Customs to facilitate and promote trade and investment and international tourism.
Besides, the General Department of Vietnam Customs issued Decision No. 2435 / QD-GDC on August 19, 2015 on liability and responsibility of Customs officers when performing Customs operations and measures for handling violations of Customs officers due to harassment and corruption.

Every year, the General Department of Vietnam Customs (Customs Inspector Department) plans to prevent negative issues and fight against corruption for relevant units (specifically, in 2016, the General Department of Vietnam Customs issued Decision No. 4174 / QD-TCHQ dated on December 30, 2015 on examining the activities of anti-corruption in the Customs sector in 2016).
