The Ministry of Finance requests the enterprises to determine the value of natural resources and minerals plus the energy cost in the production cost of cement products of the company to be implemented in accordance with the law on import-export duties.

With the above mentioned guidance of the Ministry of Finance, the GDVC shall request the provincial and municipal Customs Departments to look back on and inspect the export cases of cement without declaration or with declaration of the value of natural resources, minerals plus energy costs accounting for less than 51% of the production cost to for import, the export duty rate will be in accordance with regulations. If the total value of natural resources and minerals plus energy costs accounts for more than 51% of the production cost of cement products, the export duty rate will be 5%.
