Specifically, the GDC said that regarding the export duty on cement, the Ministry of Finance has a written response to some enterprises: based on the provisions on commodity groups at in ordinal number 211 of the Export Tariff, issued together with Decree No. 122/2016 / ND-CP, "the export duty rate on materials, raw materials and semi-finished products not specified above with a total value of natural resources and minerals plus energy costs accounting for more than 51% of production cost, will be 5%.

In addition, the export duty rate of cement products also comply with the provisions of Clause 2, Article 1 of Decree No. 125/2016 / ND-CP amending and supplementing a number of articles of Decree No. 122/2016 / ND-CP on the Export Tariff, the Preferential Import Tariff, the list of goods and absolute tax rates, mixed taxes, and import duty out of the tariff quotas.

With the above mentioned guidance of the Ministry of Finance, the GDVC shall request the provincial and municipal Customs Departments to look back on and inspect the export cases of cement without declaration or with declaration of the value of natural resources, minerals plus energy costs accounting for less than 51% of the production cost to for import, the export duty rate will be in accordance with regulations. If the total value of natural resources and minerals plus energy costs accounts for more than 51% of the production cost of cement products, the export duty rate will be 5%.
