Reviewing solutions to smooth customs clearance when implementing Resolution 105

The Ministry of Finance has reported to the Prime Minister the results of the implementation of Resolution 105/NQ-CP, including solutions for stable production and smooth, effective and safe circulation of goods, and overcoming supply chain disruptions.
One of solutions supporting businesses in a timely fashion is to remove difficulties and problems of duty-free businesses.
When the Covid-19 pandemic developed complicatedly and international commercial flights were suspended and goods deposited in bonded warehouses, exceeding the storage deadline in Vietnam but could be exported, the Ministry of Finance reported to the Government to submit to the Standing Committee of the National Assembly for promulgation a Resolution on allowing the implementation of mechanisms and policies in the Covid-19 prevention and control.
On December 8, 2021, the Standing Committee of the National Assembly issued Resolution 10/2021/UBTVQH15 on extending the storage deadline of goods at duty-free shops, warehouses of duty-free businesses, and goods deposited at bonded warehouses.
The Ministry of Finance is monitoring the implementation of Resolution 10/2021/UBTVQH15 and will evaluate the performance to consider stopping or continuing the implementation of the Resolution in accordance with regulations in Clause 2, Article 1 of the Resolution.
The Ministry issued Circular 82/2021/TT BTC stipulating customs supervision for imports transferred from border gate in case the imports are congested or at risk of congestion at seaports applied social distancing measures under the Prime Minister’s Directive 16/CT-TTg dated May 31, 2020.
The Ministry of Finance directed the Customs Departments of provinces and cities to carry out customs clearance on the same day for consignments donated by foreign countries, gifts, donations for the Covid-19 prevention and control.
For shipments of aid, gifts and other gifts (especially vaccines) that do not have enough customs documents for customs clearance, the Ministry of Finance requested local customs departments to allow the goods to be stored to avoid incurring storage costs for businesses and ensure the quality of vaccines for the Covid-19 prevention and control.
The Ministry issued Circular 121/2021/TT-BTC stipulating customs procedures for imported goods serve urgent requirements for Covid-19 prevention and control, and submission of documents in customs dossiers and physical inspection of exported and imported goods amid the Covid-19.
Article 3 of the Circular stipulates customs procedures for imported aid, gifts and donations for the Covid-19 prevention and control under the provisions of Article 50 of the Customs Law.
Article 4 of the Circular stipulates the submission of documents in the customs dossier, to solve the congestion of goods during customs clearance, in the context of the Covid-19 epidemic.
In addition, the General Department of Vietnam Customs has directed customs units to ensure customs clearance for import and export goods amid the Covid-19 epidemic, and requested local customs departments arrange officers to perform in working days, holidays and outside working time to carry out customs procedures, inspection and supervision and other procedures for import and export goods for enterprises.
