This proposal complies with the conclusion of the Deputy Director General of Vietnam Customs, Hoang Viet Cuong, at the meeting summarizing performance of the Port Control Units under Hai Phong Customs Department and Ba Ria-Vung Tau Customs Department.

Accordingly, Vietnam Customs School shall chair and coordinate with the International Cooperation Department and the relevant Customs Departments, to research putting training content on RiskProfiler software as a subject for training Customs officers to participate in this program.

RiskProfiler software was built by Mr. Vuong Tuan Nam, Deputy Head of Information Technology Division under Ho Chi Minh City, Customs Department. Immediately, after this software was piloted at Ba Ria-Vung Tau Customs Department, the General Department of Vietnam Customs’ leaders paid special attention, and directed the need to expand and apply in the entire Customs sector.

This software supports the information search for the 3 forces involved in controlling and anti-smuggling of drugs and weapons via seaports: Port Control Unit (PCU); Risk management unit, and anti-smuggling and control forces. The search information is very necessary for these forces, but usually it takes too much of their time to search for information, so they don’t have enough time for information collection and analysis. The RiskProfiler software has removed this shortcoming.

With small storage requirements, fast processing speed, and without computer hardware, this software can reduce up to over 90% of the time for searching information. Thereby, supporting officers involved in preventing smuggling for have more information for detection and prevention of smuggling and trade frauds.

Currently, RiskProfiler software has been applied at the Risk Management Department under the General Department of Vietnam Customs; at Ba Ria-Vung Tau Customs Department (in May 2017); at Hai Phong Customs Department (in October 2017); at Ho Chi Minh City, Customs Department (in November 2018), and at the Danang Customs Department (in December 2018), and has contributed to reducing the workload and processing time for PCU members who are working under the concurrency regime. Currently, this software has been applied in Customs units having big seaports.

At some international conferences, RiskProfiler software has been introduced by the organizing committee to foreign customs organizations and agencies, United Nations Office on Drugs and Crime (UNODC), and was highly appreciated by WCO on its utility and efficiency, and WCO hoped to apply this software to Customs agencies in some countries in the world such as Thailand, countries in Africa and some other countries.

In the coming time, when the Aviation National Single Window system is applied and completed, RiskProfiler software may be added to the functions for analysis and prevention for goods transported via aviation.
