Sharing experience in the risk management of Customs

At the meeting, Thanh thanked the working group of the US Customs and Border Protection at Vietnam Customs.

He emphasised that import and export turnover in Vietnam is increasing, thereby the risk management policy system will help trade activities become healthier.

The Customs authority separates compliant and non-compliant businesses to have fair treatment. The reason is that many compliant businesses are influenced significantly by non-compliant businesses, even having to close operations.

Thanh suggested the experts of Vietnam Customs concentrate all their efforts so that the working session of the US Customs and Border Protection at Vietnam Customs could achieve the highest efficiency.

Specifically, the two sides need a working plan to set goals, such as improving risk management activities to be more effective.

Nii, Director of Intergrated Operation & Incident Management Division of U.S. Customs & Border Protection (U.S. CBP), said this business trip at Vietnam Customs would be an opportunity to share experiences, working together to build a cooperative relationship between the two sides in order to deal with threats of common risk.

“The two sides will sign an agreement on mutual assistance cooperation between the customs authorities of the two countries soon. The training sessions will be held this week, it also an opportunity to share experiences, as well as learn more about the duties of the Vietnamese Customs and the challenges facing by Vietnamese Customs officials,” - Nii stated.

He also added that, in 2016, the United States completed the National Single Window project, which is also an opportunity to exchange experiences and learn about the process of building a national single window mechanism in Vietnam.

The application of a risk-based approach is not only a challenge for Customs authority but also leads to greater challenges for other authorities and needs to understand the application of risk-based management.

In the United States, he said they have to coordinate with 52 different management agencies to apply risk-based management.
