Six mottos for implementing Customs Development Strategy

VCN – Implementing the requirements in Customs Development Strategy to 2030, focusing on solving key issues, identifying and selecting priorities in order to continue creating a premise, motivation and foundation for the process of building a regular and modern Vietnam Customs on par with the Customs of developed countries in the world.

On September 13, 2022, Minister of Finance Ho Duc Phuc signed Decision No. 1854/QD-BTC approving the Ministry of Finance Action Program to implement the Customs Development Strategy to 2030.

Building a regular and modern Vietnam Customs

On May 20, 2022, the Prime Minister signed Decision No. 628/QD-TTg approving the Customs development strategy until 2030. To successfully implement tasks set out in the Strategy, the Ministry of Finance promulgates the Action Program of the Ministry of Finance to implement the Customs Development Strategy to 2030.

Accordingly, the Action Program identifies the main tasks of the Ministry of Finance to direct the General Department of Vietnam Customs and affiliated units of the Ministry of Finance to perform the tasks as identified in the Customs Development Strategy in order to ensure the completion of the general goal set out in the Customs Development Strategy to 2030: "Building a regular and modern Vietnam Customs, on par with the Customs of developed countries in the world, leading in the implementation of Digital Government, with the model of Digital Customs, Smart Customs.

Furthermore, it effectively improves service quality when carrying out customs procedures, managing tax collections for import and export activity, facilitating legal trade, tourism and transportation activities across borders, and creating a transparent and fair import-export environment, contributing to improving national competitiveness. Moreover, preventing and combating smuggling, trade fraud and illegally transporting goods across the border contributes to ensuring social security and safety and protecting national interests and sovereignty.

This action plan is the basis for the Customs sector to develop a plan to organize the implementation of specific tasks set out in the Customs Development Strategy to 2030.

This action plan is the basis for organizing the inspection, supervision, review, assessment and learning lessons from the implementation of the Customs Development Strategy to 2030; at the same time as a basis for coordinating with relevant agencies to propose and submit to the Prime Minister for consideration and adjustment of objectives and contents of Customs Development Strategy to 2030 in case of necessity.

The formulation and implementation of the contents of work and tasks identified in the Action Program are based on basic requirements such as fully and deeply grasping the views and objectives of the Customs Development Strategy till 2030 as well as orientations related to renovation and reform requirements in the financial sector identified in the socio-economic development strategy 2021-2030, socio-economic development plan 2021 – 2025, Financial Strategy to 2030.

Moreover, ensuring consistency with the implementation of action programs of the Government in the implementation of socio-economic development strategies and plans of the country in the next five years and ten years, especially the action plan to implement the socio-economic development strategy 2021-2030 and the Action Program of the Finance sector to implement the Financial Strategy to 2030.

Taking reform and modernization as the basis

Based on the objectives and tasks of the Customs Development Strategy to 2030, the action motto of the Ministry of Finance to implement the Customs Development Strategy to 2030 is specifically defined as follows:

Firstly, the development of Customs must ensure the leadership of the Party and the management of the State; complying with the provisions of the law; in line with the country's socio-economic development orientation and the State administrative reform program; following the international standards and practices on customs development; implementation of international commitments to which Vietnam is a member.

Secondly, developing Customs to facilitate trade activities, effectively combat smuggling and trade fraud; fully and comprehensively implementing international commitments on import-export tax and trade facilitation that Vietnam has signed; effectively respond to changes related to trade remedies in the volatile international context; improving the effectiveness and efficiency of the State management of Customs, contributing to improving the national competitiveness.

Thirdly, developing Customs based on inheritance, developing the reform and modernization achievements that have been achieved, promoting the application of scientific achievements of the industrial revolution 4.0, and continuing to modernize State management of Customs comprehensively.

Fourth, taking reform and modernization as the basis, modernizing the customs management model as the focus, and promoting the implementation of digital transformation in the customs sector as the foundation for the development of Customs in the new period.

Fifth, focusing investment on customs modernization in critical regions and areas while taking into account the balanced and harmonious development among regions and areas to ensure the development and modernization of Vietnam Customs.

Sixth, combining and promoting internal resources and taking advantage of external support for rapid and sustainable development is essential.
