Six fee collection points will be suspended until April 15, 2020. Then, the Department of Finance will continue to notify the fee collection under the direction of Hai Phong City People's Committee.

During this time, businesses can pay fees inthe following forms: payment through the 24/7 customselectronic payment portal at https://epayment.customs.gov.vn; direct payment at 21 counters in Hai Phong area of ​​Vietcombank-Hai Phong Branch and Vietinbank-Hai Phong Branch; or payment at other counters or transfer to the department of finance’s account 3511.0.9094073 at the Hai Phong State Treasury.

According to businesses, because the written notice was issued on March 31 and temporarily stopped six fee collection points on April 1, there was a congestion situation at Vietcombank's collection points-Hai Phong Branch and Vietinbank-Hai Phong Branch.

However, according to the recommendations of the Hai PhongDepartment of Finance and Hai Phong Customs Department, to prevent and control the Covid-19 pandemic and facilitate the implementation of administrative procedures, businesses should register payment via the 24/7 Customs electronic payment portal.

Recently, on March 31, Hai Phong Customs Department issued a document instructing its brancheson the payment of seaport fees through 24/7 tax payment system of the General Department of Customs.

According to Hai Phong Customs Department, to reform andmodernize Hai Phong seaport infrastructure fee collection and payment, the department has actively coordinated with units of the General Department of Customs. Hai Phong Department of Finance has successfully launched the integrated payment method of Hai Phong seaport fees via the 24/7 electronic payment portal of the General Department of Customs.

The payment of Hai Phong seaport infrastructure fee through the 24/7 electronic payment portal of the General Department of Customs helps automate the payment of taxes and fees of businesses, reduce the labor force and time of businesses.

Hai Phong is the first unitcollecting seaport infrastructure fee since January 1, 2017.

The fee collection was assigned to Hai An District People's Committee.

In December 2019, Hai Phong City People's Committee transferred the collection to the Department of Finance.

At the beginning of 2020, to further reform administrative procedures and create favorable conditions for the business community, after the preparation process from January 6, 2020, institutional and individual businessesinvolved in import and export activities, temporary import for re-export, transit goods and goods in bonded warehouses through Hai Phong porthave signedan authorization letter to debit accounts with the Vietcombank to pay fees via the 24/7 Customs electronic payment portal.

So far, MB Bank also participates in fee collection through the 24/7 Customs electronic payment portal.

Given by fee collection via the 24/7 Customs electronic payment portal, on March 16, Hai Phong Department of Finance decided to stop five direct fee collection points (from 11 points to six points).
