Spreading the Customs administrative procedures to the Online Public Service System

“Online” administrative procedures

Representatives of the Department of Information and Statistics said that so far, 126/178 customs procedures have been provided to at least level 3 in the network environment. Of these, 123 procedures were provided at level 4 (the highest level in online public service in Vietnam).

Each year, the Customs sector handles more than 12 million dossiers electronically via the VNACCS/ VCIS Automated Clearance System, Electronic Payment Gateway, HQ36a Online Public Service system.... HQ36a Online Public Service system alone has received and processed more than 73,000 dossiers since March 1, 2017, with the participation of nearly 11,800 individuals and enterprises.

In 2018, the General Department of Customs will continue to expand the provision of online public service, at least to level 3 for 42 procedures. Thus, the number of administrative procedures in the Customs sector to be provided at level 3 will increase to 168/178 procedures, equivalent to 94%.

Giving a more detailed analysis of this, the head of the Department of Customs Electronic Portal Management (The Customs Department of IT and Statistics, General Department of Customs) said: Although the rate is only 94%, in fact, these administrative procedures are regularly exchanged between enterprises, people and Customs offices.

Particularly, in 2018, the Customs sector will strive to further develop the system of operations arising during the operation between the Customs offices and people and enterprises. These are the operations regulated in the legal documents but not named as administrative procedures in the Customs field. For example, the transit of goods extension; the management of tonnage quotas for the purpose of implementing the self-defense tariff...

Concerning the reasons that the remaining 10 procedures have not yet been on the online public service. Representatives of Department of Customs Electronic Portal Management said that the procedures have not been planned to be uploaded to the system because the implementation on the electronic environment will not be effective. For example, the procedures for "considering tax exemption for imported specialized goods in service of security and defense; under the local budgets will only be considered for tax exemption if they cannot be domestically produced. " This procedure was directly transferred to the General Department of Customs by the Ministry of Defense, which contains the components in the “secret” status. Or Customs procedures for trading, exchange of goods of border residents, the people making procedures are the border residents, the deployment of online public services for individuals who are border residents is not effective...

According to the Customs Department of IT and Statistics, to implement the target and plan to expand administrative procedures on the system, from 2018, the unit has promptly upgraded technical infrastructure, IT application development, completed the test run, completed the operating functions and regulations of the online public system, serving for deployment of the new system on February 1, 2018.

“Online” monitor

To effectively implement the extension of administrative procedures on the online public service system, as well as to the better use of the implementation of online public service, according to the Customs Department of IT and Statistics, there is still a problem which needs to be resolved. That is, the results are processed by the Customs office, paid to the people and businesses that have not yet been accepted by other authorities, because there are no regulations that require the authorities to accept the results made by the Customs office through the system. For example, in cases where the General Department of Customs issues a decision to an enterprise for setting up a bonded warehouse. The decision is signed and transferred to the enterprise through the online public service. However, if the enterprise needs to deal with the functional agency and it requests producing the decision on bond warehouse establishment of Customs agency, the supply of decisions based on the file exported from the system will be unacceptable.

In addition, in order to better serve the online public service, the leaders of the Customs Department of IT and Statistics said that in 2018, the work of propaganda and training for the business community and people should be further strengthened.

Notably, in parallel with the expansion of procedures, the General Department of Customs continues to strengthen inspection, closely urge and monitor units, especially the local Customs department in the implementation process. “Not only to remind the units that are not good with documents from leaders of the General Department of Customs in the process of daily operations, the department of management of the online public service at the headquarters of the General Department of Customs will continuously monitor the work of these units on the system. If the process is delayed, late or not in accordance with the procedures, regulations... we will call directly to the functional departments in the local area to handle procedures immediately”- the Director of the Department of Customs Electronic Portal Management said.
