State budget revenues in 2016 exceeded the estimate

VCN- Speaking at an online conference between the Government and local authorities on the morning of 29th December 2016, the Minister of Finance, Mr. Dinh Tien Dung said that to date, State budget revenues reached 100.7% of the estimate, with local budgets exceeding 15%, equivalent to 70,000 billion vnd.

At the conference, the Minister of Finance, Mr. Dinh Tien Dung emphasized the reform of specialized inspections to reduce the time of Customs clearance.

According to the Minister of Finance, Mr. Dinh Tien Dung, for improvement and modernization of administrative procedures, specialized inspections, the National Single Window and the ASEAN Single Window; the Ministry of Finance has reviewed and abolished 92 administrative procedures; implemented electronic procedures at 100% of Taxation Departments, successfully applied refund of Value Added Tax at 5 Taxation Departments and completed automated tax collection system through VNACCS / VCIS.

The National Single Window has officially connected 36 of 283 administrative procedures for 10 of 14 Ministries. The Minister of Finance said that the Deputy Prime Minister, Mr. Vuong Dinh Hue directed that to 2018, all the Ministries must connect all administrative procedures.

Thanks to such improvements, according to the World Bank (WB), the duration of conducting export procedures has decreased by 35 hours and the duration of conducting import procedures has decreased by 32 hours. Thus, with 8 million shipments conducting Customs clearance in 2016, the World Bank calculated that it saved about $US 600 million.

However, the Minister of Finance, Mr. Dinh Tien Dung said that according to statistics of the Ministry of Finance, the duration of Customs procedures for clearance accounted for only 28% of the total time for Customs, while -the duration of specialized inspections accounted for 72% of the total.

"Therefore, the breakthrough must be the reform in specialized inspections. Currently, specialized inspections are conducted according to 22 Laws, 90 Decrees, 253 Circulars and regulations of Ministries. In order to shorten the time of specialized inspections, we have to amend and supplement 87 legal documents, but so far the Government has only amended 24 legal documents. The Ministry of Finance has proposed to the Prime Minister in writing, and will send to relevant Ministries after the proposal is approved by the Prime Minister. Without amending the regulations on specialized inspections, it will be very difficult to conduct the clearance of goods conveniently", the Minister of Finance stated.

Along with the above problems, the Minister of Finance, Mr. Dinh Tien Dung added that the equipment and human resources for the implementation of specialized inspections was very short and weak. In addition, the methods of specialized inspections were outdated and slow. Therefore, the Ministries should promote socialization and mutual recognition to achieve better results.

In this context, the Minister of Finance, Mr. Dinh Tien Dung has proposed that the Government and the Prime Minister should continue to focus on leadership for specialized inspections.

In addition, according to a report on State budget revenues, the Minister of Finance said that to date, State budget revenues reached 100.7% of the estimate, with local budgets exceeding 15%, equivalent to 70,000 billion vnd.

Regarding the causes affecting State budget revenues, the Minister of Finance stated that in addition to slow economic growth, there were several causes such as a fall in oil price with a loss of more than 2,000 billion vnd for the State budget, a fall in gas prices with a loss of 1,000 billion vnd for the State budget, a fall in the budget of the banking sector due to a 20% reduction for risk administration; and loss of major projects under the management of State enterprises. However, the deficit target and public debt has still remained unchanged compared to a report submitted to the National Assembly.

Regarding the situation of collection and allocation of the budget of the Ministry of Finance, the Prime Minister, Mr. Nguyen Xuan Phuc, said that the Ministry of Finance should boost domestic revenues, revenues from imports and exports, and revenues from petroleum. Besides, local authorities should also spend savings, balance and closely calculate. For cases with irrecoverable tax debts, the Prime Minister noted that the Ministry of Finance should study and propose measures to reduce the rate of tax debts.
