Streghthen the inspection, supervision and control of goods stored in bonded warehouse

VCN – The General Department of Vietnam Customs sent a document to provincial Customs Departments to request for fully implementing procedures, orders, customs procedures, and strengthen the work of inspection, supervision and control for the type of goods deposited in bonded warehouse for export to foreign countries via road border gates.

Ensuring the supervision of goods throughout from the means of transport to the warehouse, loading and unloading from transport vehicles then goods received in bonded warehouses until goods are loaded to transport vehicles for delivering of the bonded warehouse and moving out of the customs supervision area for exporting abroad.

Provincial Customs Departments requested bonded warehouse owners to upgrade surveillance camera systems in order to ensure the observation and inspection of transport vehicles carrying goods in and out of bonded warehouses at different times of the day. The software is directly connected to the electronic system of the customs authority, meeting the requirements of exporting data of goods in receiving, delivery and storage when needed.

At the same time, to enhance the physical inspection of alcohol, beer, cigarettes, cosmetics, supplementary foods, household appliances and electronics that are imported and stored in bonded warehouses for export to China and Cambodia.

The rate and level of inspection should be determined by the classification channel system or decided by the manager of the customs branch for each specific case; or at the request of professional units in the management process.

The General Department of Vietnam Customs also directed units such as the Anti-Smuggling and Investigation Department to strengthen the control of the type of bonded warehouses for exporting to countries which have joined border lines; the Risk Management Department to supplement criteria of classifying channel for physical inspection of goods deposited in bonded warehouses, especially alcohol, beer, cigarettes, cosmetics, supplementary foods, household appliances, and electronics.

The Customs Information Technology and Statistics Department in collaboration with the Customs Control and Supervision Department to build a centralized database at the General Department level, connecting with databases of department and branch level in order to fully update information of bonded warehouse operations.

At the same time, the units reviewed equipment to supplement and equip the surveillance devices for the type of goods deposited in bonded warehouses for exporting to countries that have joined borders with Vietnam.

The units are: Duty agency of the General Department of Vietnam Customs in coordination with the Customs Control and Supervision Department and the Anti-Smuggling and Investigation Department to intensify the unexpected inspection of declarations of goods deposited in bonded warehouses. In case of detecting violations, they should be promptly handled and correct the behavior of enterprises as well as customs officials involved in the violation.
