A year on-year decrease of more than 64%

As of May, 5, Tay Ninh Customs collected nearly VND272 billion, reaching 41.84% compared to the assigned estimate (VND650 billion), a year-on-year decrease of more than 64%.

According to the Deputy Director of Tay Ninh Customs Department Nguyen Van Bong, due to the Covid-19 pandemic, export orders to markets such as the United States, Canada and Australia were cancelled. Meanwhile, enterprises have already made customs declarations and transported goods to border gates, raising costs.

The majority of imported materials in Tay Ninh province for business and production activities comes from China. Due to the pandemic, import turnover from the beginning of 2020 till now saw a year-on-year drop. Particularly, total import and export turnover across the province in April 2020 was US$65832 million, down 18.3% compared to same period last year. In the first four months, import and export turnover across the province totaled US$2,295.3 million, up 1.6%. In which, exports were US$1,293 million, up 22.8% and imports were US$1,205.6 million, down 16.9% compared to the same period last year.

Trang Bang industrial zone customs branch, at which many enterprises open export declarations and accounts for 80% of the whole department’s revenue has been affected, causing import and export turnover to drop. In April, total import and export turnover of the branch was US$681 million, decreasing 11.13% compared to the previous month.

If the pandemic is controlled in the second quarter of 2020, import and export activities of enterprises will recover. However, import and export turnover will not recover. It is forecasted that the import and export turnover of Tay Ninh Customs Departmentin the first six months would be more than US$5.2 billion, down 1.23% from the same period last year.

Efforts to prevent revenue losses

Facing the above situation, Tay Ninh Customs Department is focusing on developing and launching many measures to minimize the decrease in revenues. Accordingly, following directions of the Ministry of Finance, the General Department of Customs and the People’s Committee of Tay Ninh province, Tay Ninh Customs Department has realized regulations regarding the customs area, management policies of import and export goods and created favorable conditions for enterprises. Also, the department has always monitored and grasped movements and influences of each enterprise to provide support measures to solve difficulties for enterprises as well as to prevent enterprises from abusing the difficulties for trade fraud and smuggling.

Deputy manager of Trang Bang industrial zone customs branch Nguyen Thi Kim Anh said that to mitigate impacts of the Covid-19 pandemic, in addition to arranging customs officers to quickly clear goods for enterprises, the branch has advised and mailed new effective documents to enterprises and clarified new policies on customs and tax by notices as well as guided enterprises on the implementation to limit mistakes and violations due to lack of knowledge of legal policies.

An important solution is further boosting customs – business partnerships and related parties. Especially, due to the pandemic, export orders were suspended and cancelled, some export processing and production enterprises have shifted to processing and production of antibacterial face masks for pandemic prevention efforts.

At Trang Bang industrial zone customs branch, there are four enterprises shifting to the above operation form. The branch has arranged customs officers to consult on procedures, policies and support quick clearance of goods for enterprises. Currently, ICHIHIRO company limited is successful with the export of two containers of face masks to Japan per day at a higher price than its former products.

In addition, to make up the insufficient revenue due to impacts by the Covid-19 pandemic, Tay Ninh Customs has also launched many solutions to strengthen communication and maximize support for enterprises carrying out procedures at the department. Now, some enterprises are importing machinery and equipment to change technologies as well as return to work after the pandemic. Tay Ninh Customs Department as well as Trang Bang industrial zone customs branch has arranged customs officers to work on holidays to support procedures and clearance of goods quickly for enterprises.
