Tay Ninh: Enterprises complain about temporarily imported sugar for re-export

The meeting was chaired by Mr. Duong Van Thang, Vice Chairman of Tay Ninh People's Committee; Mr. Hoang Viet Cuong, Deputy General Director of Vietnam Customs, with the participation of more than 60 typical enterprises in Tay Ninh province.
"Hot" issues for imported sugar
More than 20 questions of enterprises at the meeting related to tax policy; Customs procedures for importing goods, inspections of used machinery, environmental protection tax, preferential policies for enterprises, business cooperation with border residents were answered by the organizers.
The concerns of enterprises related to temporarily imported sugar for re-export heated up the meeting.
According to Mr. Nguyen Bao Duc - the representative of Thanh Cong Bien Hoa Joint Stock Company, the domestic manufacturers are facing many difficulties such as competition with temporarily illicit imported sugar for re-export. Especially, while domestic sugar consumption is difficult, imported liquid sugar is increasing. The cause is the unreasonable import tariffs. Because liquid sugar imports from China, Korea and Thailand at a tax rate of 0%, will create unfair competition, making it difficult for inventory.
Accordingly, Mr. Duc expected the Customs sector in general, and Tay Ninh Customs Department in particular, to strengthen the fight against smuggling sugar to create a fair environment for businesses. In addition, it is recommended that the Government should not issue quotas for temporarily imported sugar for re-export, as well as the desire to consider and create favorable conditions for enterprises to import sugarcane products from raw material areas through trails in Tay Ninh province.
Regarding the recommendations and problems of enterprises, the Director of Tay Ninh Customs Department, Mr. Huynh Van Duc said that Tay Ninh Customs and other specialized forces at border gates, actively inspected temporarily imported goods for re-exportaccording to the regulations of the Ministry of Industry and Trade and detected and prevented many lots of imported sugar without permits.
In the past time, to create conditions for enterprises and the Customs office to coordinate with specialized forces at border gates, organizing surveillance work at border gates and trails in a convenient way.
Regarding the problems of YanTai Moon Vietnam Company regarding the determination of imported C / O sheet metal, Director Huynh Van Duc said that in the case where Customs officers have doubts about the origin of goods, they should report to the General Department of Vietnam Customs to carry out verification procedures.
Facilitate businesses
At the meeting, the opinions and problems under the jurisdiction of the People's Committee of Tay Ninh province, as well as problems of the concerned ministries and agencies were answered by the leadership of the People's Committee of Tay Ninh province, and the leaders of the General Department of Vietnam Customs. At the same time, the Ministry of Industry and Trade also noted difficulties under the competence of other ministries and branches for reporting to the competent authorities.
On behalf of the People's Committee of Tay Ninh Province, Mr. Duong Van Thang, Vice Chairman of Tay Ninh People's Committee was committed to handling the proposals set out by the leaders of Tay Ninh province to continue to accompany enterprises, creating the most favorable conditions for enterprises to invest and develop.
In the past time, Tay Ninh issued a plan to implement Resolution 35 and Directive 20 of the Government on supporting business development until 2020, especially the reform of the investment environment. The Provincial Competitiveness Index and the PAR index of the province has been significantly improved and recognized by the business community. Tay Ninh is also one of the highlights of attracting foreign investment. In 2017, Tay Ninh attracted nearly $US 1 billion in foreign investment. The export turnover is high, with export surplus of $US 400 million. In 2018, Tay Ninh province will continue to implement solutions to facilitate the development of enterprises and improve the competitiveness of enterprises.
Speaking at the meeting, Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong also noted and shared with the business community about the difficulties and problems. Specifically, the temporary imported sugar for re-export is a problem, the Customs authorities have implemented many measures to inspect, supervise and handle a lot of sugar smuggling. However, according to Mr. Hoang Viet Cuong, it is necessary to protect the temporary import enterprises to do business right. Customs offices in general and Tay Ninh Customs will have to do better in monitoring to create a fair business environment for businesses.
Similarly, the problem of on-spot export is not eligible for concessional bank loans, the General Department of Vietnam Customs will review the mechanism and report to the Ministry of Finance to petition the Government to direct the bank for reconsideration, creating favorable conditions for businesses.

Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong also directed the Tay Ninh Customs Department to strengthen the propaganda to solve problems as well as direct businesses to remove difficulties.
