Facilitating businesses, increasing revenue

According to Binh Duong Customs Department, by April 16, 2019, the unit has collected more than VND 4,192 billion of tax, reaching nearly 29% of the legal norm (VND 14,460 billion), reaching over 27% of the target (15,400) billion), up more than 16% from the same period last year.

This success came about as Binh Duong Customs Department forecasted the situation of import and export activities of enterprises in the locality, quickly allocated and assigned revenue targets for branches, actively implemented effective collection solutions and launched emulation movements to strive to complete and exceed the assigned budget revenue targets.

Thanks to creating favourable conditions, import and export activities in the province have maintained growth momentum, attracting a large number of enterprises to carry out customs procedures, thereby contributing to increasing budget revenues.

Specifically, in the first three months of the year, Binh Duong Customs Department carried out procedures for 4,341 businesses, up by 7.72% compared to the same period last year. Total import and export turnover reached more than 8.840 billion USD, of which export turnover reached more than 5,168 billion USD, increasing 9.03%; the import turnover reached nearly 3.671 billion USD, up 2.29% over the same period last year. The key export and import goods include machinery and equipment; electronic components; garment accessories; chemistry; wooden product; iron and steel.

According to the analysis of Binh Duong Customs Department, in the first months of 2019, as some enterprises expanded production and had a high increase in state budget revenue from imported goods, tax policies mainly focused on increasing VAT tax helped increase the revenue of the unit.

The unit also continued to effectively implement centralised goods inspection equipped with container screening machines to reduce the time for inspection of goods for enterprises. At the end of November 2018, Binh Duong Customs Department also received another mobile container scanner and placed it at ICD Tan Cang - Song Than cargo inspection yard under the management of Song Than Customs Branch.

Director of Song Than Customs Branch Huynh Van Ut said that from March 25, 2019, the unit has put the container scanner into operation, so far, it has screened 420 declarations belonging to 477 containers. Along with the container scanner being operated at the Customs Sub-Department managing import and export goods outside the industrial zone from March 15, 2013, this new container scanner helps ensure 100% of export and import cargo containers through the management area of Binh Duong Customs Department are inspected, ensuring the efficiency of fast customs clearance, reducing time, cost and ensuring safety for enterprises' goods. The time for actual inspection through scanners for goods with clear screening images takes about six minutes per container. The application of goods inspection through scanners has brought many practical benefits for import and export activities, especially for enterprises with large amount of import and export goods.

Improving the quality and efficiency of work

Along with facilitating for businesses and nurturing revenue sources, the training, retraining and development of human resources is one of the key tasks for leaders of Binh Duong Customs Department. From the beginning of March 2019, the unit collaborated with the University of Finance and Marketing to open a training course on "Technology application in the 4th Industrial Revolution for maritime affairs". All Binh Duong customs officers and civil servants participated in the class.

In the training course, the students were conveyed the general content of the 4th Industrial Revolution; technology platform, application in the 4th Industrial Revolution; Finance and Customs sector implemented application of the 4th Industrial Revolution; some knowledge, skills and attitudes that customs officers and officials need to have to meet the requirements of the 4th Industrial Revolution. Along with that, trainees were also updated information about Vietnam Customs in terms of opportunities and challenges in the 4th Industrial Revolution and the knowledge they need to apply to professional activities to adaptin the working environment of the 4th Industrial Revolution.

Binh Duong is a province with a relatively large number of foreign-invested enterprises, thus facilitating communication, dialogue and implementation of the law on customs for the business community, especially foreign-invested enterprises, are easy and convenient. From 2018 until now, Binh Duong Customs Department has organised many English courses on specialised Customs. Through the courses, customs officers are provided with English terms used in the dossier and in the fields of customs procedures, helping civil servants understand the information and terms used in the dossier as well as procedures in English from which they can organise and enforce customs laws more effectively and accurately. There are currently 226 officials and civil servants of the unit who are trained in foreign language skills.

In addition, Binh Duong Customs Department will continue to arrange civil servants who are capable, experienced, professional and have good moral qualities in important business operations to ensure good implementation of the industry's guidelines on co-operating and sharing difficulties with enterprises through facilitating for compliance enterprises, especially enterprises with large import-export goods.
