High achievements in procedural reform
At the working meeting, Deputy Director of the Ha Noi Customs Department, Tran Quoc Dinh, specifically reported on the implementation of Resolution 19 / NQ-CP and Resolution 35 / NQ-CP in the Department in the recent times. The Department has developed and deployed many synchronous measures and drastic solutions and achieved good results. In particular, the remarkable result was effective implementation of the National Single Window (NSW)
From January 1, 2016, the Hanoi Customs Department has deployed electronic payment (fees, charges) on the National Single Window Portal. Currently, the Department is drastically implementing the Aviation NSW system at Noi Bai International Airport and has allowed the pilot implementation of Aviation NSW system at Noi Bai International Airport from January 01, 2017.
In the implementation of Customs procedures, the Hanoi Customs Department of Hanoi was one of the first two units that successfully implemented and provided technical support for the Automated Cargo Clearance System VNACCS/VCIS from April 2014.
Currently, the Customs procedures have been electronically implemented at all Customs Branches, thereby the Customs declarations accounted for 99% of the total incurred declaration and the turnover accounted for 99.4% of the total import-export turnover. At the same time, the Hanoi Customs Department has effectively deployed an online public service system in line with the sector's plan. At present, the online public service system at the Hanoi Customs Department has been implemented for 119/168 procedures at level 3 (accounting for 71%), of which 114/168 procedures have been implemented at level 4 (accounting for 68%).
In addition, the Department also effectively deployed the coordination among sectors to specify the Customs clearance reform in the field of Customs clearance, post-audit and export tax refund. The Hanoi Customs Department collected the e-paid tax through E-payment portal nationwide. By the end of 2016, the Department singed the electronic tax collection with 33 commercial banks and 90% of the tax declarations were implemented through the bank.
Many initiatives and solutions to improve the dialogue and listening mechanism of the business needs and support to solve obstacles for enterprises have been deployed such as holding business dialogues on topics of the year. In 2016, the Hanoi Customs Department held 26 business dialogues with the participation of 656 enterprises with the aim to disseminate and guide the Customs law and promptly resolve 198 difficulties and problems of enterprises.
Shortcomings in specialized inspection are still barriers
Regarding the shortcomings and restrictions affecting the Customs clearance time for enterprises, the Deputy Director General of Customs, Vu Ngoc Anh, said that the current major obstacle affecting the export-import activities of enterprises was the specialized inspection.
He said that Customs was the pioneer in detecting and proposing shortcomings in this activity. Thereby, although the Government and the Prime Minister have issued many directions to reform the specialized inspection of import-export goods, the fact that the reform in ministries and sectors has been slow. Talking more about this, a representative of Hanoi Customs Department acknowledged that the specialized inspection still had many inadequacies relating to the to the late amendments and supplements to legal documents on specialized management and inspection, which had a great influence on the time through import and export goods and caused difficulties for enterprises. The centralized specialized inspection stations were limited. The number of administrative procedures of the ministries and sectors was implemented through the NSW was still low, making enterprise travel a lot.
Therefore, the Deputy Director General Vu Ngoc Anh proposed that the Vietnam Fatherland Front with the role of monitoring the implementation of the Customs Law should urge ministries and sectors to actively implement the NSW mechanism and specialized inspection, thereby reducing the cargo clearance time.
In addition, the Hanoi Customs Department also raised the problems that the relevant authorities have not promulgated mechanisms and policies for consumer goods moving from border to border, causing difficulties and a waste of time and costs for enterprises. Also proposing that the People's Committee of Hanoi city should urgently complete the construction and issue of land use rights, site clearance for inspection stations approved by the People’s Committee of Hanoi city
The achievements of the implementation of Resolution No. 19/NQ-CP and Resolution No. 35/NQ-CP at the Hanoi Customs Department were highly appreciated by the Supervision Delegation. Mr. Tran Thanh Man highly appreciated the achievements of measures to improve the business environment and enhance national competitiveness in the Hanoi Customs Department in particular and the Customs in general in the recent times.
“Through more than a year of monitoring, the Hanoi Customs Department has made great progress and innovation especially the application of IT system in Customs procedures and tax payment procedures”. With these achievements, Mr. Tran Thanh Man said that the Customs has implemented Resolution 19 / NQ-CP and Resolution 35 / NQ-CP actively and effectively.
This was represented in institutional improvements associated with reform of Customs procedures; IT application in Customs procedures; NSW Deployment, ASEAN Single Window; and active coordination in the implementation of specialized inspections.
However, Mr. Tran Thanh Man said that to improve business environment and enhance national competitiveness, and further reform Customs administrative procedures, in the coming time, the Customs authorities need to focus on completing the documents which have not been specified and different interpretations in areas; propagate the new policies and documents on Customs for enterprises and people, in which paying attention to small and medium enterprises to create a complete, accurate, transparent and timely information system.

Furthermore, the Hanoi Customs Department should strengthen its leading responsibility in its agencies and sub-units in the spirit of Resolution No. 04-NQ / TW on the enhancement of Party building and rectification to reach the target of considering enterprises and people as key factors. The Department should pay attention to improve the sense of responsibility and attitude of cadres in the duty performance.
In the working program with the Hanoi Customs Department, the Supervision Delegation of the VFFCC surveyed and directly monitored the actual implementation of Customs procedures in the North Hanoi Customs Branch, and listened to the preliminary report on the implementation of Customs procedures of the Customs officers and reviewed the achievements of the Branch in the reform of administrative procedures and the trade facilitation for enterprises in the implementation of Customs procedures. |
