Accordingly, the report on performance and payment of medium and long-term public capital investment must be timely, accurate, and truthful and cover full information of project under each capital resource and regulated time. At the same time, there have been explanations of existing problems, obstacles and factors affecting the planned assignment and the control of the payment of public capital investment under the plan, and proposals on measures to remove obstacles related to management and payment of public capital investment.

The list of projects and the capital amount allocated for each project and program of each ministry, sector and local must be in accordance with the decision on capital allocation of the competent level. For public capital investment managed by localities, if People’s councils at all level allocate capital higher than or out of the plan of public capital investment allocated by National Assembly and Prime Minister, the localities must explain clearly the allocated higher and additional capital and summarize fully to the column of local capital allocation.

The Circular stipulates that every month, agencies and unit will summarize and report total capital amount which was allocated for each capital source, each program, and each budget level of each local and each ministry and sector. Every quarter, year, midterm, medium term agencies, and the unit must summarize and report of the detailed payment for each project in accordance with regulation in report form in this Circular. The disbursement rate in every month, quarter, year, midterm, the medium term must be calculated on the total allocated capital investment plan.

The Circular stipulates that pursuant to the report of agencies, units on performance and payment public capital investment for 6 months, one year, midterm of medium-term and 5 year-medium term, the Ministry of Finance will summarize and report to the Prime Minister and send to the Ministry of Planning and Investment in accordance with provisions of the Law on Public investment and Decree 77/2015/ND-CP of the Government on medium-term and annual public investment plan.

The Circular takes effect from 15th October 2017. From the effective date of this Circular, Circular 99/2013/TT-BTC of the Ministry of Finance regulating the report regime and form on the implementation of basic construction capital investment plan from the State budget and Government bond capital will be invalid.
