The General Department of Vietnam Customs holds a teleconference for tasks in the fourth quarter

VCN- On October 11, 2016, under the leadership of the Director General, Mr. Nguyen Van Can, the General Department of Vietnam Customs held a teleconference for finalizing operations in the third quarter and orientation of tasks in the fourth quarter in 2016.

Regarding Customs operations in the third quarter, the Director of the General Department of Vietnam Customs Office, Mr. Le Xuan Hue said that in 9 months, Customs has been completed on schedule, including: 6 proposals submitted to the Government (3 Decrees; 2 Decisions; and 1 Plan); 5 proposals submitted to the Ministry (2 Circulars; and 3 Decisions); 23 proposals in the General Department of Vietnam Customs. Ongoing: 1 Government Decree; 2 Circulars to the Ministry; and 1 scheme in the General Department of Vietnam Customs.

In the third quarter of 2016, the General Department of Vietnam Customs has implemented many inspections and surveillance on exported and imported goods, improving the efficiency of Customs management such as: Constructing the process of inspections, controlling the implementation of Customs procedures, inspections and supervision at 3 levels (Customs Branch, Department and the General Department); describing the process of Customs management on exported and imported goods from entry to exit of Customs areas; and directing Customs Departments of the provinces and cities to strengthen inspections and supervision activities on exported and imported rice through border gates.

For anti-smuggling activities, with the determination to be "positive and proactive in the fight against smuggling, commercial fraud and counterfeiting", the General Department of Vietnam Customs has implemented several measures to ensure it meets the requirements for anti-smuggling, reform and modernization of Customs to enhance efficiency of State management in Customs. Thus, in the first 9 months of 2016, the General Department of Vietnam Customs has chaired and coordinated with other functional units to detect and destroy a total of 11,972 violated cases, a decrease of 18.3% compared to the same period in 2015; worth about 348.324 billion vnd, an increase of 135.8% compared to the same period in 2015; and collected 108.776 billion vnd for the State budget. In addition, the General Department of Vietnam Customs has prosecuted 30 criminal cases, and transferred 48 cases to other agencies.

Regarding State budget revenues, until September 30, 2016, Customs had collected 193,594 billion vnd, equivalent to 71.7% of the estimate, an increase of 6,241 billion vnd (3.3%) compared to the same period in 2015 (187,353 billion vnd). This result derived from the uniform activities and strict measures of Customs such as trade facilitation for businesses, anti-smuggling, anti-trade fraud, improving post-clearance checks, and implementing consultations on the list price risks, etc.

However, the task of collecting revenues in the last months is very heavy, which has a strong influence on the revenue collection in the remaining months of 2016, the Deputy Director General, Mr. Nguyen Duong Thai has given measure to improve the management of revenues and prevent revenue loss in 2016, including: facilitating export and import activities, strengthening Customs supervision and management, focusing on management of Customs value declarations, regularly implementing Customs inspections, identifying suspicious signs of declarations and implementing post-clearance audits to review the value and tax collection.

Besides, Customs needs to inspect the operations of tax exemption, tax reduction, and tax refund at the Customs Branch with a great volume of exported and imported goods; regularly review and update to determine the amount of tax liabilities correctly, as well as implementation of measures for tax arrears, focus on the control against smuggling, trade fraud on key areas and prevent losses on quantity, value, code and C / O.

The Deputy Director General, Mr. Nguyen Duong Thai stressed that by all measures, these units in Customs must reach 270 trillion vnd of revenue and strive to reach 275 trillion vnd, which has been assigned by the Ministry of Finance.

In addition, the Director General, Mr. Nguyen Van Can has requested Departments to exchange information and focus on specific solutions to achieve this goal, including: reforming administrative procedures to facilitate business activities and ensuring management, anti-smuggling and anti-commercial fraud.

All 6 comments presented at the conference focused on solutions for Customs operations in the fourth quarter to complete the task of the State budget revenues, especially strengthening the supervision of Customs management, anti-smuggling, internal control and some recommendations on the handling of practical problems.

In the afternoon, the Conference publicized new working regulations; and duty regulations of the General Department of Vietnam Customs. In addition, the meeting mentioned information related to test procedures, internal control for the implementation of inspections and supervision at all levels and orientations of risk management and information technology operations in the near future.
