The State management of Customs plan in the coming period is to model the information connection to serve the management.
In the opinion of representatives of the units at the meeting, the current law and regulations on Customs has very clearly regulated the responsibilities, duties and powers of the Customs authorities in the State management of Customs for export, import, transit goods, transport means on exit, entry or transit of organizations and individuals at home and abroad in the Customs territory; the Customs authorities have also built quite adequate information systems to manage but the management systems have yet to be associated and synchronized. This causes difficulties in management.
Therefore, the building of an information connection model to serve for Customs management will not only facilitate the Customs authorities in the management, inspection, supervision, but also facilitate enterprises in the Customs clearance processing thanks to the fast data information processing speed of the Customs authorities.
The meeting focused on the problem, and technological solutions to manage export producing enterprises and processing, export processing enterprises; Customs supervision at seaports and borders border. Currently supervision at seaports, and aviation border gates is deployed under active coordination between the General Department of Customs and local Customs through the deployment of the National single window, in collaboration with the warehouse, storage business enterprises in Customs surveillance operations.
The problem to be solved is to develop the coordination monitoring systems for the warehouse, storage and port business enterprises to match the unsynchronized infrastructure conditions of the whole country’s ports.
In the management of Customs for processing, export, and export processing production, recently, management models have changed to facilitate business (such as tax exemption for export producing goods, leaving the management regulations on importing the export producing, processing materials and replaced by reporting the balance sheet according to the financial year), however, Customs authorities lack the management tools.
With that request, the Customs authorities will build the data systems, to specify the information target that enterprises must provide on the systems. Such information can be used to analyze, assess and monitor the businesses, at the same time to control the professional performance of Customs officers.
Before the raised issues in the management requests, the General Director Nguyen Van Can assigned the Customs Information Technology and Statistics Department to design the information connection model by upgrading and renewing the existing programs and systems. This model is closely connected with the Customs clearance systems, as well as the areas of Customs operations.
To build a model of centralized electronic management, the Director General requests the units (Department of Information Technology and Customs Statistics, Department of Supervision and Management of Customs, Department of Import and Export Tax, Department of Legal Affairs) to take field surveys locally to grasp the implementation of the law regulations and professional processes associated with operations, import-export locally; and to identify the law regulations and procedures that need to be modified to fit the general direction.
Particularly for export, and export processing productions, the General Director assigned the Department of Supervision and Management of Customs, the Tariffs Department, the Department of Post-Clearance Inspection to take field surveys and write the new management process to be suitable with the management requirements, to facilitate the businesses when performing Customs authorities’ requirements.
