The MARD proposes removing 152 commodity groups subject to specialized inspection

Nearly 7,700 commodity lines are subject to specialized inspection
According to the Prime Minister’s working group, the MARD has 7,698 lines of 251 commodity groups subject to specialized inspection, including: Goods subject to quarantine has 53 groups; Goods subject to quality inspection has 104 groups; Goods subject to food safety inspection has 94 groups.
On the other hand, as required by Government’s Resolution 01 / NQ-CP, the MARD reported that after reviewing the legal documents, the commodities groups subject to specialized inspection under the management of the Ministry has 118 groups. All commodities subject to the specialized inspection under the Ministry’s management have HS codes (with a total of 7,698 commodity lines, regulated in Circular No. 24/2017 / TT-BNNPTNT).
In order to facilitate the business community, the MARD has proposed excluding 152 commodity groups from the list of commodities subject to the specialized inspection under the Ministry's management scope (accounting for 60.6% of the total commodity groups subject to specialized inspection).
In which, the commodity groups subject to quarantine are 37 out of 53 groups; quality inspection are 87 out of 104 groups; food safety inspection are 44 out of 94 groups.
Regarding the review, for the abolishment and simplification of administrative procedures for specialized inspection, the MARD said that there are 64 administrative procedures related to specialized inspection. Specifically, the quarantine sector has 23 procedures, quality inspection has 30 procedures, and food safety inspection has 11 procedures.
After reviewing, the MARD proposed cutting and simplifying 35 administrative procedures (reaching 54.6%).
Accordingly, the Ministry proposed cutting and simplifying some documents in the application for the implementation, simplifying the implementing process; reducing the processing time of administrative procedures; consolidating some relevant administrative procedures in the processing of state agencies in order to reduce the time; managing goods by risk management and reducing frequency of sampling.
Issuing 140 standards and criteria
In order to comprehensively reform the specialized management and inspection under the direction of the Government, the Prime Minister and MARD, sets targets for improving the business environment and contributing to improving the national competitiveness; comprehensively reform regulations on management of import and export goods in the field of agriculture and rural development.
Accordingly, further reviewing, evaluating and proposing cutting 50% of business conditions, which are hindering and obstructing the business and investment of enterprises; promoting investment and raising productivity and competitiveness of the economy.
Fundamentally changing the specialized management and inspection methods based on risk management and the compliance of enterprises; enhancing mutual recognition of conformity assessment results; boosting the socialization of the assay and testing of commodities subject to specialized inspection and electronic procedures of specialized management and inspection.
Also, cutting and simplifying 50% of the list of goods, products and procedures subject to specialized inspection; overcoming the overlapping specialized inspection for goods subject to specialized inspection by many agencies.
The tasks and solutions introduced by this Ministry are to finalize mechanisms, policies and laws such as: Developing and proposing competent agencies for the promulgation of legal documents on business investment conditions (Livestock Law, Law on Cultivation, the Decree amending some Decrees on business investment in agriculture); and amending and supplementing 6 Circulars of the Ministry related to specialized inspection.
Notably, the MARD aims to develop and promulgate 13 national technical standards and 127 standards related to specialized inspection.

Along with that, making a specific proposal on specialized management and inspection methods for list of goods subject to specialized inspection. Moreover, replicating the model of the Center for Veterinary Diagnostics Regional Animal Health Office No. 6 at veterinary quarantine agencies over the country to facilitate enterprises and improve specialized inspection.
In order to implement the National Single Window (NSW), the MARD has set a target that administrative procedures related to imports and exports, temporary imports for re-exports, temporary export for re-imports and goods in transit under the Ministry’s management are processed through NSW in the form of online public service at level 4. The implementation of NSW is to meet the requirements and roadmap of a Master Plan, prepare the techniques to exchange information with its trading partners within and outside ASEAN under international agreements, and commitments. Completing the nationwide implementation of the 9 administrative procedures which were implemented in the pilot phase and adding 24 new administrative procedures. |
