VCN- At the online conference on 17 August 2016 about administrative reform in the period 2011-2015 and the plan of administrative reform in the period 2016-2020 under the direction of the Prime Minister, Mr. Nguyen Xuan Phuc, the Interior Ministry announced the Public Administration Reform Index for 2015 (PAR index) of ministries, departments and Provincial People's Committees. In particular, the Ministry of Finance was ranked second of 19 ministries on administrative reform.

The administrative reform is the priority of the Taxation and the Customs.

At the conference, the Deputy Minister of Interior, Mr. Nguyen Trong Thua – the Deputy Chief of PAR Steering Committee announced the PAR index for 2015 (PAR index) of Ministries, Departments and Provincial People's Committees. According to the published results, the Ministry of Finance ranked second of 19 ministries, with the PAR index for 2015 being 89.21 /% (only 0.21% lower than the first rank). This is the second consecutive year that the Ministry of Finance stands No. 2 on the PAR index.

Looking at the PAR index over the last 4 years of 19 ministries, the ranking of the Ministry of Finance has improvement remarkably, standing at No. 8 in 2012, at No. 4 in 2013 and at No. 2 in 2014 and 2015. This ranking has shown a great effort by the Ministry of Finance, because the PAR index on the administrative reform of 19 ministries this year is higher (an average of 85.3%).

Public administration reform has been implemented uniformly in the finance sector, especially the reform of administrative procedures in Taxation and Customs. Specifically, in Taxation, the functional departments have modified 70 professional processes to simplify tax administrative procedures, creating more favorable conditions for taxpayers.

In order to accelerate the implementation of the electronic VAT refund scheme, towards electronic refunds of 95% (equivalent to level 4), Taxation has abolished 31 tax administrative procedures and reduced the total hours of implementation of tax administrative procedures from 420 hours to only 117 hours. Also, Customs has actively coordinated with ministries and agencies to review and issue specialized inspection procedures. Up to now, Customs has established 9 specialized inspection stations in 7 Customs departments and reduced clearance time from 21 days to 13-14 days for imported and exported goods.

In fact, these results derive from thorough attention and direction of the leaders of the Ministry of Finance on administrative reform in the finance sector. The Ministry of Finance has considered administrative reform as key tasks, which requires all units under the Ministry of Finance to actively review and implement simplification of administrative procedures according to the direction of the Government and the Prime Minister; coordinated with relevant agencies to propose the Government to reform administrative procedures with various solutions, and implement strict measures set out in the Resolution of the Government, which has shortened the processing time of administrative procedures, reduced the time to ensure publicity and transparency, and boosted application of information technology in solving administrative procedures in Taxation and Customs.

In practice, the Ministry of Finance holds monthly meetings and prepares regular reports to review the results of implementation, especially the effectiveness of public administration reform associated with the responsibility of the leaders of units; promulgates plans of the Government Resolution in a timely fashion; and implements the 6 tasks of public administration reform synchronously, including: institutional reform, administrative reform, reform of the state apparatus organization, development and improvement of the quality of civil servants, public finance reform and administrative modernization.

In addition, in order to make the operations of public administration reform much more effective, the Ministry of Finance issued Decision No. 793 / QD-BTC on May 4, 2015 approving the set of public administration index of the finance sector on the basis of assessment and marking of the annual public administration index.
