The Ministry of Science and Technology is committed to reforming specialized inspection procedures

VCN- As one of the ministries strictly implementing the Government's request for reform of administrative procedures to facilitate enterprises, the Ministry of Science and Technology (MOST) has recently made efforts to renovate specialized inspections for imported and exported goods. However, in order to further meet the requirements of businesses and the expectation of the Government, there are many problems this ministry has to solve.

Positive signal

Until now, the Ministry of Science and Technology is one of the ministries that are assessed to have reached the target of 50% reduction of the list of products and goods in group 2 for quality inspections and also to have reduced 91% of goods subject to prior inspection clearance.

Speaking about the implementation of administrative reform and business facilitation, the Deputy Director General of Standardization - Quality - Measurement General Department (under the MOST) Nguyen Hoang Linh said: In the past, 24 commodity groups had to be checked before customs clearance. However, after the Ministry of Science and Technology issued Circular 07/2017, there were only two groups such as petrol and liquefied petroleum gas. This reduced about 96% of the shipments under the Ministry's management for pre-clearance inspection and reduced 67% of import quality inspection time for goods clearance (a decrease from 3 days to 1 day).

Therefore, there will be more than 30,000 shipments per year, which will not be checked before Customs clearance, reducing the time and costs for businesses, the Deputy Director General Nguyen Hoang Linh said.

In addition, the Ministry of Science and Technology also advised the Government on a series of policy mechanisms to address problems of enterprises in the past, such as the overlapping of specialized inspections under the Prime Minister's Decision No. 50/2006 / QD-TTg; advised the Government on the issuance of Decision No. 37/2017 / QD-TTg dated 17 August 2017 repealing Decision No. 50 promulgating the list of products and goods subject to quality inspections.

Accordingly, it has helped to reduce 114 imported products which have to be checked for quality. The Ministry of Science and Technology also submitted to the Government for promulgation the Decree No. 74/2018 / ND-CP, which specified the method of post-inspection and management of goods, based on the level of risk. High-risk goods will have a strict management level, and vice versa, to create maximum conditions for enterprises.

"In addition, the Ministry of Science and Technology has socialized 100% of conformity assessment (testing, inspections and certification). An organization can carry out conformity assessment in many different fields. Therefore, enterprises can select competent and reputable organizations, which can carry out conformity assessment activities in various fields in order to serve their activities, including private enterprises to carry out the testing and certification activities in service of specialized inspection activities," said Deputy General Director Nguyen Hoang Linh.

Much work to do

At the working session of the Government's Working Group with the Ministry of Science and Technology recently, the Minister cum Head of the Government Office Mai Tien Dung, acknowledged the efforts and results of the Ministry's implementation in the past.

In particular, Minister Mai Tien Dung assessed the MOST as one of the pioneers in specialized inspection, the reform of import inspection mechanism with the aim of facilitating businesses in production and business.

However, he also said that the Ministry of Science and Technology needed to constantly innovate, be determined to further reform to create favorable conditions for businesses.

Speaking about what needs to be done in the coming time for the Ministry of Science and Technology to implement the request of the Government, the Deputy Director General of Standardization - Quality - Measurement General Department Nguyen Hoang Linh said: Business conditions are regulated in various sectors of the Ministry such as nuclear radiation safety, intellectual property, technology appraisal and so on.

The Ministry had plans and roadmap to reduce business conditions in the field of science and technology. Thus, the Ministry will continue implementing Decree No. 74/2018 / ND-CP dated 15 May 2018 as amended and the Government's Decree No. 119/2017 / ND-CP dated 01 November 2017 based on the actual situation, which will remove difficulties for post-inspection, especially supports for agencies, departments, localities.
