The NSW and ASW: Readers pay attention to the increased number of procedures

Many questions of readers are concerned about the number of procedures performed on the NSW. A reader named Nguyen Hai Ha asked leaders of the General Department of Vietnam Customs about the reason why the number of connected procedures is so small?
The Deputy Director General of Vietnam Customs Nguyen Cong Binh responded that in the legal aspect, ministries and branches followed the old policies which were promulgated before 2015 in large numbers related to management policy of 36 Laws and 92 Circulars. Therefore, there are many overlapping regulations, causing difficulties in the implementation of the connection and specialized management procedures.To implement the Single Window connection, there must be a roadmap for amending the regulations.
In terms of dossiers, some types of dossiers and papers according to the law on e-transactions or international practices have not yet been accepted for use in electronic form (for example, bills of lading, vaccination cards, passports, etc.). On the other hand, the organization and supervision of implementation at different levels of administration are not synchronous, not comprehensive.
In addition, administrative procedures in specialized management have not changed the new management methods and have not been transferred to automation which can not simplify procedures in accordance with electronic environment. Some documents are required to be attached to the dossier (eg catalogs, packing list). However, when they are converted into electronic form with very large capacity, it takes a lot of time to convert, causing the overload for the system.
Meanwhile, the information technology infrastructure of Government agencies is not synchronous, at different levels, so there are technical errors in the process of data transmission among the parties. Then, to ensure not to jam the business in the implementation of administrative procedures, the State agencies are required to apply for the submission or presentation of paper documents.
The reader named Le Thanh Hung asked: When connecting the NSW system, the implementation of administrative procedures in the pharmaceutical sector is still difficult when the network system is often defective, so what are the solutions to overcome this issue?
Mr. Pham Xuan Viet, the Deputy Director of IT Department under the Ministry of Health answered as follows: The Ministry of Health had five groups of administrative procedures to implement the NSW and 11 administrative procedures to be developed to implement the NSW.
The problem that enterprises are experiencing now is the low speed of loading records. In addition, the system also encountered errors when submitting and receiving records. There are interruptions due to system conversion. At present, the Ministry of Health is investing in building a data center, upgrading the transmission line to speed access. At the same time, the Ministry of Health has also planned to upgrade the software to facilitate the use and removal of errors.
The reader named Le Ha (Hai Phong) asked: "Currently, my company wants to import SH motorbike in the United States to sell in the Vietnam market. With this type, can I apply the procedures for a license to import motor scooters under the national Single Window mechanism?"
Mr. Vuong Duc Anh, the Deputy Head of Trade Promotion Division, the Import-Export Department under the Ministry of Industry and Trade answered as follows: You should access the web: motor.dvctt.gov.vn for specific instructions on the process of applying for the license to import motorcycles and related legal documents. This procedure has been implemented the NSW.
The reader named Truong Quoc Buu asked: "We imported 1 lot of salmon from Chile and the company applied for the license from the Ministry of Agriculture and Rural Development and registered quarantine at the Veterinary Department of Region 6. However, we have to declare on the national Single Window, but we do not know how to declare?
Answering questions from the reader, Mr. Vu Manh Huong, the Deputy Head of the Portal Management Department, Center for Informatics and Statistics under the MARD, said that for this service (aquatic animals) , the electronic system of DAH was in the process of connecting with e-customs system. Mr Nguyen Thanh Van said: The company expects the procedures for licensing international road transport GMS soon to be involved in NSW. Please can you tell me when the Ministry of Transport will give the specific roadmap for this procedure.

In this regard, Mr. Ngo Dai Thang, IT Center, under Ministry of Transport responded as follows: To implement the tasks stated in the Prime Minister's Decision No. 2185 / QĐ-TTg dated 14 November 2016, approving the master plan for NSW and ASW implementation in the period 2016-2020, the Ministry of Transport issued Decision No. 362 / QD-BGTVT dated 9 February 2017 approving the implementation plan for NSW and ASW by the Ministry of Transport towards 2020. Accordingly, in 2018, the Ministry of Transport will deploy 65 road administrative procedures. According to the plan, the GMS international road transport administrative procedures will be implemented in the third quarter of 2018.
