Gradually change to the mechanism of expenditure package

The Directive clearly regulated, in order to enhance the efficiency in management, using and exploitation of public assets, completely overcome the current limitations and shortcomings, the Prime Minister requests Ministries, agencies, and localities to complete the standard system, the norms and management regime, for use of public assets in agencies, organizations and units.

Specifically, the Ministry of Finance will chair and collaborate with the relevant ministries and agencies to build and report to how the competent authorities promulgate the specific regulations on the standards, norms, and regime of managing and using public assets in agencies, organizations and units by reducing the facility, and gradually changing to the compulsory package mechanism, implementing the mode of services which are ordered by the State, specifically, identifying the units which are equipped with State facilities, specifying the functions of each unit to be in accordance with the actual tasks and situation in each agency or organization and avoiding waste of equipment, and procurement of assets.

The Ministry of Finance urgently submitted to the Prime Minister on amending and supplementing Decision No. 32/2015/QD-TTg dated August 4, 2015 of the Prime Minister, therein amend the unit price of expenditure package in using cars in line with the each title group who have privileges to use public cars and the norm of the cars used for common activities; strive by 2020 to reduce about 30-50% the number of cars for common activities which are provided for ministries, agencies, and localities, except the units in the mountainous regions, islands, and difficult regions; and identify the roadmap to implement the expenditure package for using cars which apply for the Deputy Minister title or equivalent, and the car for common activities.

The Ministers, heads of ministerial level agencies, he Government attached agencies, and other Central agencies, the Chairman of People’s Committees of provinces and centrally run cities promulgate the norm of using special purpose assets (cars used for specific purpose, typical area in the headquarters, machinery, device used for specific purpose, etc) to ensure, right purpose, save money and efficiency.

Managing the public assets of public administrative units

The Prime Minister requires ministries, agencies, localities to speed up the progress to confirm the units which are eligible for standards and define the asset value to assign for public administrative units to manage according to the mechanism of capital allocation for enterprises, ensuring it is completed before March 1, 2017.

The ministries, agencies, localities have responsibilities to examine, review, and handle the violation cases on the regulations of managing and using public assets in public administrative units; submit all collections from using public assets which are not stipulated in regulations to the State budget; strictly handle the responsibilities of the head of the violation units and the relevant team and individuals.

Closely control the standards and the norms of using headquarters

The ministries, agencies, localities, authorities, organizations and units closely control the standards and the norms of using offices as per regulations, including office areas, service and auxiliary sector, public and technical from the phase of setting up and approving the design of new construction investment, upgrade and improve the headquarters.

The authorities, organizations, and units which are investing to build the new headquarters, when they move to the new headquarters must be hand over the old premises to the competent authorities.

Building the plan of expenditure package using public cars

The Prime Minister requires Ministers, the heads of ministerial level agencies, Government attached agencies, and other Central agencies, the Chairman of People’s Committees of provinces and centrally run cities to direct the authorities, organizations, and units under their management area to implement the procurement, using cars in accordance with the standards, norms, and the regime.

Building the plan of fixed expenditure using cars for a number of titles who have privileges to use the cars of authorities, organizations, and units under their management to implement based on the roadmap and conduct expenditure package using cars as per regulations of the Prime Minister.

The Ministries, agencies and localities need to examine, review and detect in timely way violations and strictly handle in accordance with the provisions of the Law; in order to investigate the use of motor vehicles which is illegal or exceeds the norms.

Implementing public auction transparently when allocating and leasing land

Related to land allocation, land release and management of resources exploitation, the ministries, agencies and localities in the jurisdictions and functions, tasks are assigned to strictly implement public auction transparently when allocating and leasing land and license resources exploitation; assess seriously and fully the impact to the environment and define the environmental cost according to the principle to exploit the land and resources in the case where the total social benefit is higher than the total of incurred cost, including the environmental cost and social cost.

Reviewing and researching the policies of collecting land tax rent by encouraging organizations and individuals to carry out payments annually, simplifying the determination of the amount of tax collection and organizing the operations of tax collection to support enterprises in the field of production and business. Modifying the methods of discounted cash flow (including income, discount and surplus) and applying specific conditions when determining land pricing in order to ensure the land price in accordance with the market price.
