The scheme of reforming quality inspection model will create very huge fiscal space for growth

VCN – Minister, Chairman of the Office of the Government Mai Tien Dung said that the scheme of reforming quality inspection and food safety inspection model for import goods if it was implemented well, it would create transparency, cut costs, reduce time for businesses and create huge room for growth.

At the meeting with ministries and authorities on October 13 about the scheme on reforming the model of quality inspection and food safety inspection for imported goods, the comments of ministries and agencies highly appreciated the preparation of the Ministry of Finance (the General Department of Vietnam Customs) and said they had closely worked with the Ministry of Finance in the process of formulating the project.

The of the ministries of Industry and Trade, Health, Information and Communication, Agriculture and Rural Development, Labour, War Invalids and Social Affairs all agreed on the view to strictly follow the direction of the Government. The Government would continue to reform, create favourable conditions for businesses to develop and simplify the process of import and export goods.

A representative of the Ministry of Industry and Trade suggested the Ministry of Finance carefully review and analyse the scientific basis and current specialised inspection and clarify the role of managing specialized inspection of the ministries, authorities and roles of the General Department of Vietnam Customs, thereby clarifying the shortcomings, then making proposals to submit to the Government for more reasonable and better reforms.

At the meeting, Minister, Chairman of the Office of the Government Mai Tien Dung assessed this was a great project, requiring coordination of ministries and authorities.

The minister said that from the beginning of his tenure, the Prime Minister was determined to build an effective Government, setting people and businesses as the centre. Therefore, it is necessary to build institutions and reform institutions in accordance with the objectives.

"In the current period, when the Covid-19 pandemic is still complicated, reform is the solution to implement the ‘dual’ goals that are preventing pandemics and promoting economic growth," he said. At the same time, the Ministry of Finance was highly appreciated for directing and the Customs agency to preside over the elaboration of the scheme.

Dung said that, based on the comments raised at the meeting, the board of drafting of this project needed to receive comments, but in the process, specialised ministries need to continue reducing business conditions and specialised inspection procedures in accordance with Resolution 02/NQ-CP, Resolution 68/NQ-CP, with a 20% reduction of compliance costs definitely required.

The Office of Government will continue to coordinate with the Ministry of Finance to complete the content of the scheme. Based on the opinions of ministries, authorities and the content that has been done well, it should be re-assessed to make reform contents in the scheme clearer and definitively to not generate procedures. The Minister, Chairman of the Office of the Government requested the Ministry of Finance to complete the scheme for submission to the Prime Minister.

“Ministries and sectors should continue to closely follow this issue, continue to issue reform documents, review the entire process to cut down on administrative procedures that increase costs for businesses, and expensive costs for the society,” the Minister, Chairman of the Office of the Government emphasised.
