There is a need to have an open mechanism for implementing Aviation single window

Currently, due to the -fact that the legal basis for implementing the procedures are scattered across the specialized guidance documents such as the Civil Aviation Law, Customs Law, Decree 27/2011 / ND-CP on supply level, exploitation, processing and use of information about passengers before entering Vietnam, exploitation, processing and use of information about passengers before entering Vietnam by air; Decree 103/2013 / ND-CP detailing the implementation of some articles of the Law on Prevention and Control of Infectious Diseases of the border medical quarantine; and Circular 42/2015/TT-BTC of the Ministry of Finance regulations on Customs procedures for transport means on exit, entry or transit.
These regulations are mainly based on paper records and have not agreed on provisions for the record, and the time to receive and handle. Besides, there are no provisions on the coordination mechanism between the State management agencies at airports in processing documents by electronic methods via the National Single Window.
Furthermore, arising from the deployment requirements stipulated in the legal documents, related agreements and practical implementation of the National Single Window, the General Department of Customs said that the decision issued by the Prime Minister about stipulating electronic procedures for aircraft exit, entry or transit through the National Single Window as the basis for uniform implementation is essential.
According to the implementation plan to expand the National Single window, Customs is conducting work to build a system to import and process the information before vehicles, passengers and goods arrive. It is expected to apply to airlines from March 1st 2017.
