This is a regulation on responsibilities of Customs authorities described in Circular 82/2021 of the Ministry of Finance on customs supervision for imported goods subject to border gate transfer when they are stuck or are likely to be stuck at seaports where social distancing is being implemented under Directive 16 dated March 31, 2020 of the Prime Minister.

Accordingly, customs branches managing seaports sending goods are responsible for checking the eligibility of goods to approve the transportation plan of goods at the request of seaport operators.

If the customs authority does not respond to the transportation plan within two hours of receiving the request, the plan will be approved.

Customs branches managing seaports of departure will work with customs branches managing seaports, dry seaport and inland container deports (ICD) of destination and seaport, dry seaport and ICD operators to agree the exchange method of information about transportation of goods; and monitor the entire transportation process.

In addition, customs branches managing seaports of departure will actively manage imported goods stored the seaports to notify seaport operators of stopping receiving goods and transferring them to other designated seaports, dry seaports and ICD.

Customs branches managing seaports, dry seaports and ICDs where goods arrive take charge of adopting the approved transportation plan sent by seaport operators and monitor and carry out procedures for incoming goods according to Circular 38/2015 dated March 23, 2015 which is revised in Circular 39/2018 date April 20, 2018 of the Ministry of Finance.
