VASSCM and Aviation Single Window: Clearance time reduces from three - six hours to 10 minutes

VCN – The National Aviation Single Window and automated system for customs management and supervision at Noi Bai International Airport has been basically completed to officially put into operation and meet required targets.

Director of Hanoi Customs Department Duong Phu Dong said that in recent times, the department has cooperated with other units of General Department of Vietnam Customs to pilot the National Aviation Single Window and automated system for customs management and supervision.

Up to now, the system has basically completed, achieved management objectives, prepared for official opening and reported to the Ministry of Finance and the General Department of Vietnam Customs for expansion at international airports.

The objective to change the management method from manual to electronic data management method, ensuring information connection between three stages of pre-customs clearance, clearance and taking goods to the supervision area.

A synchronous IT system will create an online working environment and enterprises can interact with the system anytime, anywhere.

Controlling and tracking goods taken in, taken out and backlogs of warehouses.

Risk management will be applied throughout the process of cargo management and supervision.

Controlling and monitoring the declaration of information criteria and the deadline for declaration of airlines.

After the pilot period, 100% of airlines have sent information to the National Single Window and deployed, fully connected to air cargo terminals.

The rate of goods deposit in the warehouse matched with the information in the list of expected to loading and reached a stable rate by more than 99.4%.

The clearance time for a shipment has been reduced from 3-6 hours to an average of 10 minutes.

The connection between the system of Customs authorities and the system of the warehouse enterprise has been stable and continuous, with automatic management and liquidation of goods received and deliveries at warehouse and inventory goods.

Besides the above systems, the Hanoi Customs Department also focuses on building software to connect information technology systems from the department to the branches in service of professional activities such as scanning management; manage and monitor the consideration, exemption, reduction and tax refunds.

Focusing on developing the project of management software for scanning goods by container scanning machine and integrating application programs of the sector to serve management software.
