Vehicles from China allowed to enter Chi Ma border gate to load and unload goods

The People's Committee of Lang Son province assigned the Management Board of Dong Dang - Lang Son border gate economic zone to chair and coordinate with the Lang Son Customs Department, the Border Guard Command, and the Quarantine agency to expand anti-pandemic measures; and manage, supervise, and create favorable conditions for China’s vehicles to enter Vietnam to receive goods (especially Vietnamese seafood exported to China).

Mr. Nguyen Trong Nghia, Head of the Management Board of Dong Dang - Lang Son border gate economic zone, said the unit received a proposal from the People's Government of Ninh Minh district, Guangxi, China, on the change of the delivery method for common trading regime.

The People's Government of Ninh Minh district proposed to allow China’s vehicles to enter the cargo terminals at Chi Ma border gate (Vietnam) to receive export goods to reduce pressure and improve customs clearance capacity at the cargo yards of Ai Diem border gate.

Currently, the regimes of import and export through Chi Ma border gate are full-tax export and border trade (goods exchange between border residents in small volumes). Meanwhile, the import and export of goods at the Chi Ma - Ai Diem border gate pair is carried out according to the method of the exporter’s vehicles will enter the border gate of the importer to deliver goods. However, the terminal system at Ai Diem border gate is narrow and the number of workers is limited, so the clearance capacity is not high, the average volume of import-export goods is only about 70 vehicles per day.

At Chi Ma border gate area, three cargo stations and three internal parking areas including: Cargo stations of Tuan Minh Co., Ltd., Vinh Long Construction Co., Ltd., Thang Long Lang Son Investment Development Joint Stock Company and the internal parking area of Quang Nghia Co., Ltd., Quang Ngai Co., Ltd., and Chi Ma - Beijing Bonded Warehouse Joint Stock Company, are allowed to meet all conditions for operation, management, loading and unloading, delivery of import-export goods according to the Customs regulations and are carrying out activities of management and control of import and export goods, and meet all conditions for pandemic prevention and control.

In addition, at this time, the pandemic prevention and control is ensured, so the allowance for the Chinese side's vehicles to enter the cargo terminals of Chi Ma border gate to receive export goods will have many favorable conditions for improving the customs clearance capacity of Chi Ma - Ai Diem bilateral border gates.

The representative of the Chi Ma border gate Customs Branch (Lang Son Customs Department) said that if the policy of allowing Chinese side’s vehicles to deliver and receive goods at ports and yards in the Chi Ma border gate area is approved, it will create equality between yard operators as well as importers and exporters. It also helps improve the customs clearance capacity of goods and ensures the supervision and control of goods.

Furthermore, the department is actively working with the other authorities to discuss with the Chinese side to agree on a specific roadmap and implementation time to notify enterprises, drivers and goods owners of the two sides.

Also during this time, the department has coordinated with agencies at the border gate to develop anti-pandemic plans and continue to equip facilities to ensure readiness for Chinese side’s vehicles to receive goods easily.
