Video: E-seal monitoring devices piloted for goods subject to customs supervision

On January 21, the General Department of Vietnam Customs issued a pilot process on management and use of e-seal position monitoring devices to prevent smuggling. Accordingly, the model of the e-seal position monitoring system includes the E-seal Position Monitoring Centre located at the Online Customs Supervision Division under the General Department of Vietnam Customs and managed by the Anti-Smuggling and Investigation Department and operates 24/7/.

The pilot will take place until September 30, 2020.

The E-seal Position Monitoring Centres of provincial and municipal customs departments is located at the Customs Control and Supervision Division or the Technical Division or the Customs Enforcement Team/ Online Customs Supervision Division regulated by directors of provincial and municipal custom departments and operate 24/7.

The E-seal Position Monitoring Stations are located at customs branches and operate 24/7 to implement online supervision of the movement of containers and means of transport with an e-seal monitoring device.

Monitoring data stored in the e-seal position monitoring system is the basis for handling related cases.

The system has levels of alert including: High Risk Warning, Medium Risk Warning and Low Risk Warning, thereby, Customs authorities can apply appropriate measures.

According to the General Department of Vietnam Customs, the selection of the object to set e-seal position monitoring device is based on the list of containers subject to customs sealing, the list of independent transport declarations and combined transportation declarations from the E-Customs system transferred to the e-seal position monitoring system.
