Vietnam Customs and China Customs cooperate in anti-smuggling

On the morning of December 28, the 14th conference of cooperation between Vietnam Customs and China Customs on anti-smuggling took place in an online format.
The conference was co-chaired by leaders of the Anti-Smuggling and Investigation Department (General Department of Vietnam Customs) and leaders of the Anti-Smuggling Department (General Department of Customs of China).
Director of the Anti-Smuggling and Investigation Department (General Department of Vietnam Customs) Nguyen Hung Anh emphasized that in the context of the Covid-19 pandemic in 2020 and 2021, the country in general and the anti-smuggling force in particular have made great efforts to contribute to the implementation of both facilitating trade and resolutely fighting against smuggling and trade fraud, especially the method of trade facilitation. Sophisticated smugglers take advantage of the pandemic or other smuggling activities to use new methods.
The 14th Anti-Smuggling Cooperation Conference once again showed the development of the relationship between the Customs of the two countries, including the anti-smuggling force.
“Typical for the recent cooperation results are the benefits of Operation Mekong Dragon 3. This is an initiative of Vietnam Customs and China Customs deployed in the entire Asia-Pacific region with more than 800 cases of drug and wildlife trafficking that have been dealt with by member Customs authorities. As a result, the anti-smuggling unit of Vietnam Customs, China Customs, and Thai Customs jointly received the Asia Environmental Control Award," said Director General Nguyen Hung Anh.
In addition, the two sides coordinated to exchange valuable information to promptly detect and handle many smuggling cases.
Agreeing with the above opinion, Director of the Anti-Smuggling Department (General Department of Customs of China) Ton Chi Kiet highly appreciated the cooperation of anti-smuggling forces between the two countries' customs. In particular, the receipt and response to requests for information verification between the two parties were timely and achieved a high rate.
The Director of the Anti-Smuggling Department (General Administration of Customs of China) suggested that the two sides continue to discuss to develop cooperation plans and contents.

According to the Anti-Smuggling and Investigation Department (General Department of Vietnam Customs), in the face of the constant change and development of international trade, smuggling acts also change unpredictably with many new tricks and methods including smuggling activities on the border between Vietnam and China.
In addition to the traditional method via roads, there are new methods of smuggling on sea routes, river routes, express delivery and transit goods, etc.
Therefore, in order to fight increasingly sophisticated tricks of transnational smuggling lines, leaders of the Anti-Smuggling and Investigation Department (General Department of Vietnam Customs) suggested that at this conference the two sides need to discuss and agree on plans for cooperation activities in anti-smuggling.
Specifically, continue to develop the existing cooperation mechanism while contributing to promoting reforms, amendments and supplements to improve the legal value of the cooperation of the two sides, improve the efficiency of timely information exchange to proactively detect new tricks and methods of smuggling and fraud.
The two sides actively support each other, coordinate to share information and data in order to fight smuggling and trade fraud with prominent commodity groups such as pandemic prevention equipment and other groups of goods at risk of fraud; against acts of taking advantage of import and export of high-value goods to transfer money illegally.
At the same time, promptly exchange management policies and changes in management to support each other in detecting acts of abusing the transparency of the policy for smuggling and commercial fraud; jointly develop anti-smuggling topics in order to detect lines of smuggling groups operating between the two countries and transnationally; supporting each other in performing the two "backbone" tasks of controlling anti-smuggling and facilitating trade.
