Decision 2917/QD-TCHQ takes effect from August 28, 2017, and replaces Decision 1907/QD-TCHQ dated June 24, 2016, of the General Department of Vietnam Customs, enclosed with Decision on the action plan of General Department of Vietnam Customs for the implementation of Government’s Resolution 35/NQ-CP dated May 16, 2016, on supporting and developing enterprises by 2020.

Accordingly, the action plan for the implementation of Directive 26/CT-TTg and further implementation of Resolution 35/NQ-CP in 2017 and vision for 2020 is to specify and strive to complete assigned targets and tasks of the General Department of Vietnam Customs at Resolution 35/NQ-CP, Directive 26/CT-TTg, and Decision 1247/QD-BTC; facilitate organizations, individuals and enterprises in the implementation of Customs procedures and import-export duties according to the law.

General Department of Vietnam Customs continues to reform Customs administrative procedures and facilitate import and export enterprises; ensure business right and equality right in approaching resources and business opportunities of enterprises. The development and deployment of an action plan for the implementation of Directive 26/CT-TTg and further deployment of Resolution 35/NQ-Cp in 2017 and vision for 2020 must be specific, feasible and effective.

Accordingly, to effectively implement the task of administrative reform and enterprise facilitation, Customs also continues to drastically, promptly and effectively follow the action plan for the implementation of Government’s Resolution 19-2017/NQ-CP on key tasks and solutions to improve the business environment and enhance national competitiveness in 2017 and orientation to 2020; we'll deploy the Ministry of Finance’s action plan for implementation of Government’s Resolution 36a/NQ-CP dated October 14, 2015, on e-Government; and effectively implementing administrative reform plan of the Prime Minister and Ministry of Finance for 2016-2020 period.

Customs also continues to chair and collaborate with specialized management ministries to carry out the master plan for the implementation of NSW and ASW for 2016-2020 period; strengthen the IT application in management of imported and exported goods and ensure unification of information connectivity between specialized management agencies and General Department of Vietnam Customs and National Window Portal; consolidate and expand administrative procedures implemented via NSW; and implement solutions to improve the efficiency of NSW towards unification, ensuring the connectivity and information sharing.

In addition, the General Department of Customs shall advise and assist the Ministry of Finance to chair and coordinate with the Government’s Office to urge the specialized management ministries to study and report to the Ministry of Finance for submission to the Government for amendments and supplements to decrees, circulars and decisions on specialized inspection of imported and exported goods as required by the Government's Resolution No. 19-2017 / NQ-CP and Prime Minister’s Decision No. 2026 / QD-TTg dated November 17, 2015.

Studying to renovate the methods of specialized inspection modes according to the principle of risk management; Applying priority mode in inspection; Transferring the time of specialized inspection on goods quality (including energy efficiency and food safety) during the Customs clearance period to post-clearance audit (except for quarantine and food safety inspection for high-risk imported goods which affect human health, the environment and national security and defence); Accelerating the recognition of the inspection results under agreements; ensuring that the proportion of exported and imported goods subject to specialized inspection shall not exceed 20% of the total import and export shipments and reporting to the Prime Minister the results in the third quarter of 2017;

Coordinating with the ministries and sectors to review imported and exported goods required to carry out many specialized inspection procedures at the same time to amend and adjust in the direction of reducing the checkpoints, avoiding the overlapping and unifying to use one document type to facilitate enterprises in accordance with the Prime Minister’s direction.

Coordinating with specialized management ministries to review and standardize codes of imported and exported goods subject to specialized management and inspection in line with codes in the import export classification nomenclature. Completing the codification of 231 policies / administrative procedures related to regulations on specialized management and inspection for imported and exported goods in order to ensure strict management of imported and exported goods when carrying out Customs procedures on the VNACCS / VCIS and NSW system. Clarifying the management policies and providing tools to support Customs offices in implementing fully and strictly management policies for conditional imported and exported goods in the implementation of Customs procedures; and developing projects to submit to the Prime Minister for approval on pilot specialized inspection for a number of commodities at Customs offices.

Particularly, the General Department of Customs shall intensify to coordinate with sectors and levels and boost the fight against smuggling, trade frauds and counterfeit goods in the new situation.
