New appearance
In the past years, in addition to training and retraining Customs officers under the assignment by the General Department of Customs, the School has always made great efforts to research and proposed options to renovate the training programs in accordance with the actual situation of the Customs operation in the country and in the world.
With the objective of training, retraining general knowledge for new officers in an average period of 48 days, the general customs training program is the School’s key training program. However, this program only partly meets the need of updating knowledge of customs officers and has not actually caught up with the change of the sector in the new trend which is the training under job placement.
In order to bring in the training of the customs sector in depth and confirm its role as a training establishment of the Customs sector, Mr. Nguyen Dinh Phien, Rector of the Vietnam Customs School said that the school has continuously researched and supplemented new knowledge into the training program to match with the reality, so that the trainees will know more deeply the knowledge and apply effectively to the operations. Therefore, the School has proposed the General Department of Customs to approve the framework of the General Customs Program with 100-day general Customs training program, including topics on Customs operations and training on new skills for trainees.
To implement the framework, by the end of July 2018, the Customs School opened the 42nd general Customs operation course for 79 trainees. This course marks the innovation in teaching and learning with the new framework of 100-day program, which lasts for nearly 5 months. Especially, the School started teaching the subjects which have never been taught before, focusing on physical development and improving skills in professional activities.
According to Nguyen Dinh Phien, the general Customs program is not simply a framework for basic training for new recruited officers as before, because with the training period of nearly 5 months, after finishing the courses, the trainees, cadres and civil servants will be equipped with general knowledge and skills as the basis for the implementation of Customs professions. Specifically, in addition to the familiar subjects of general knowledge; development of modern Customs and Customs law; Customs techniques; Customs clearance; Customs duties; post-clearance inspection and customs supervision; the officers are also trained in basic martial arts; skills to use weapons, supporting tools and swimming skill.
The new general Customs program demonstrates the innovation in teaching and learning methods, reducing theory and enhancing practice, soft skills to support professional work and improve the quality of contingent of Customs officers.
Maximize the training capacity
Sharing the new teaching methods of the school, the trainees are interested in the course, because they are trained on physical development and skills instead of sitting in the lecture halls. The program has come closer to the needs and aspirations of Customs officers and the practical requirements.

According to Mr. Nguyen Dinh Phien, innovation in the teaching methods also maximize the capacity of trainees, helping them to effectively apply knowledge and skills into the reality, meet the ability and qualification to effectively handle the Customs operations.
Besides promoting the capacity of trainees, the General Department of Customs also requests the Vietnam Customs School to review the scheme and renew the contents of the training programs; to build a contingent of qualified lecturers and to equip with facilities and visual aids.
Mr. Phien acknowledged that in order to develop and enhance the teaching capacity, the School shall change the teaching methods to share knowledge and skills for subjects with little change of policy such as: C / O, HS, valuation, intellectual property, force building (Customs history, ethics of public service ...), and further support and guide trainees to master the inspection skill and communication skill and specialized English for Customs. As a result, the specialized training contents are associated with the reality, theory is accompanying with practice, and skill training must occupy a large proportion in the program. Thereby, it is ensured that all Customs officers who have attended the course can fulfil the assigned tasks.
"The school will enhance practical training and guide specific work, bring real situations into the lectures through practice in the hypothetical environment. Accelerating the coordination of traditional teaching method with modern teaching method such as group discussion method, situation study method, question and answer method, workshop method and outside practice method, visual learning (hypothetical model), online, situation and subject-based learning," Nguyen Dinh Phien noted.

At the same time, the school will also have a specific plan and schedule to train and build a contingent of lecturers who are good enough to teach these subjects. In particular, the school will expand the scope of trainees to enterprises and Customs authorities in countries in Southeast Asia.
As of October 24, the Customs School of Vietnam has organized 39 training courses with the number of 1770 trainees, reaching 100% of the training plan assigned. At the end of September, the Customs School of Vietnam has completed the training courses on Customs valuation, HS classification, and experience exchange in risk management (in-depth) for the Lao Customs Department.
