Vietnam prepares exchanging ASEAN Customs declaration via National Single Window

 VCN- According to the General Department of Vietnam Customs (GDVC), currently, 11 ministries and sectors have connected and 53 administrative procedures have been processed via National Single Window. Since the deployment to 30th June, over 1.3 million sets of administrative dossiers have been handled and over 22,400 enterprises joined. In the first half of 2018, nearly 411,000 dossiers were processed with the participation of over 4,300 enterprises.

Actively preparing for Single Window Conference

As the Standing Agency of the National Steering Committee on ASEAN Single Window, National Single Window and trade facilitation, the GDVC has coordinated with ministries, sectors to actively implement for new administrative procedures, expanded the scope and number of enterprises participating for procedures that were implemented in NSW to meet the target and progress in Resolution 19-2017/NQ-CP, the master plan for implementation of NSW and ASEAN Single Window for 2016-2020.

In addition, the GDVC has actively collaborated with ministries and sectors to prepare for the National Conference on “"Promoting NSW, ASEAN Single Window and Trade facilitation ".

In which, the GDVC has submitted the dossier to the Ministry of Finance for approval to submit to the Prime Minister for the scheme on organizing of conference and preparing relevant documents such as: the Government’s Draft Decree stipulating the implementation of administrative procedures via NSW, ASEAN SW and specialized inspection for import and export goods; the Draft Decision of Prime Minister approving the Action plan for promoting NSW, ASEAN SW and the reform of specialized inspection for import and export goods and trade facilitation for 2018-2020; Setting up the organizing committee, the assisting teams and the specialized teams to prepare for the conference.

Currently, the GDVC has coordinated with; the Ministry of Transport, Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Health, Ministry of Natural Resources and Environment and etc., to unify the technical and operational requirements to develop and deploy about 72 procedures of ministry and inter- ministerial procedures via NSW.

For the expansion of aviation NSW, the GDVC continues to coordinate with a number of airlines to test technical solutions for sending and receiving passenger name record (PNR). At the same time, reviewing technical problems to rectify and upgrade the system.

Currently, NSW has been officially implemented at 12 international airports, 631 enterprises have registered with 117,935 flights on entry, 112,901 flights on exit and 433 flights in transit.

Expanding ASEAN Single Window connection

Regarding to the deployment of ASEAN Single Window, since 1st January 2018, Vietnam has officially exchanged information on Certificate of Goods Origin form D in electronic form (e-C/O form D) with Singapore, Malaysia, Indonesia and Thailand.

As of 30th June, Vietnam sent 15,356 C/O form D to countries. Of which, 11,463 C/O was sent to Indonesia, 2,237 C/O to Thailand, 1,411 C/O to Malaysia, 425 C/O to Singapore. Total number of C/O form D that Vietnam received from ASEAN countries was 30,670 C/O. Of which, 24,694 C/O were received from Indonesia, 5,910 C/O from Malaysia, 66 C/O from Singapore.

According to the GDVC, Vietnam is coordinating with Brunei, Cambodia and the Philippines to set up and connect the system for pilot exchanging of C/O form D. At the same time, collaborating with Thailand, Indonesia and Malaysia to set up the system for the pilot exchanging of ASEAN Customs declarations.

Although achieving positive results, the NSW implementation still faces shortcomings and difficulties. The number of procedures is still less than the requirements (reaching 53/284 procedures). Many requirements on information and documents among agencies are overlapped and unnecessary; logistics operators and financial services have not been fully connected with the Government’s agencies.

According to the GDVC, due to the shortcoming of regulations on the use of e-dossier and document such as: some dossiers and documents have not been accepted in electronic form (bill of lading, passport …); Administrative procedures are only stopped at computerization of the manual process; the awareness and initiation of enterprises in understanding and compliance with regulations on e-transactions in NSW is not high.
