Vietnam will connect on customs declarations with Indonesia and Thailand

According to latest report by the General Department of Vietnam Customs – Permenant Office of the National Steering Committee on ASW, NSW and Trade Facilitation (Commission 1899), updated to September 15, there were 13 ministries, the sector involved in connecting NSW, with 175 administrative procedures.

The total number of administrative dossiers processed on the National Single Window portal was approximately 2.48 million by more than 32,500 participating businesses.

Particularly, from the beginning of 2019 to September 15, the number of new procedures implemented on NSW was 27, while the number of dossiers processed was over 691,000 by more than 6,100 participating businesses.

Besides coordinating with other ministries and agencies to connect new procedures and organize the operation of the national single-window portal, the General Department of Vietnam Customs is completing a draft dossier requesting to formulate a Government Decree on connecting and sharing information between government agencies and stakeholders through NSW in the field of import, export and transit of goods as required in Decision No. 1254/QD-TTg; formulating a master plan on the construction and development of information technology systems for the deployment of NSW, ASW under a centralized process.

Regarding the result of ASW implementation, Vietnam has continued to exchange e-C/O form D with 5 countries – Indonesia, Malaysia, Singapore, Thailand and Brunei.

As a result of the exchange of C/O form D, by the end of September 15, the total C/O sent by Vietnam to ASEAN countries was 174,505 the total C/O received from ASEAN countries was 99,799.

At the same time, from July 15, 2019, Vietnam officially connected with Cambodia to exchange ATIGA form D.

Notably, Vietnam has been preparing technical conditions to be ready to exchange information on ASEAN customs declaration (with Indonesia and Thailand) and Phytosanitary certification with Indonesia.

According to the General Department of Vietnam Customs, the related parties are currently coordinating to prepare the pilot message for testing and connection.

The Ministry of Finance is also coordinating with other ministries and agencies to negotiate for finalizing the protocols, unify technical requirements and build systems to exchange information on customs declarations and certificates of origin with the Eurasian Economic Union (EAEU) and negotiate to exchange information of C/O with Korea.
