Accompanying businesses to overcome the pandemic

According to Deputy Director of Hanoi Customs Department Nguyen Truong Giang, following Directive 439 dated February 11, 2022 of the Director General of Customs on development of solutions to facilitate trade, improve efficiency of State management and prevent revenue loss in the state budget collection task in 2022, Hanoi Customs Department has synchronized solutions to create favorable conditions for businesses, which has helped increase the Department's revenue.

From the beginning of 2022, Hanoi Customs Department focused on administrative reform, customs modernization, information technology application in professional stages, and stepped up the fight against smuggling and trade fraud; and strengthened discipline.

In addition, the customs branches have publicized hotlines and created email addresses for use in the coordination between customs branches and businesses; disseminated legal documents related to customs policies and procedures for businesses so that they can promptly grasp and understand information and raise their awareness in compliance with the law. Furthermore, the customs branches have established groups to support businesses in import and export activities during the Covid-19 pandemic; organized face-to-face meetings at the headquarters of businesses with large state budget contribution which have been carrying out customs procedures at their branches; promptly solved of businesses in the process of implementing new regulations, policies and operations.

Thanks to closely accompanying businesses, by the end of June 2022, Hanoi Customs Department had completed procedures for 748,770 declarations, up 4% year-on-year and recorded total import-export turnover of US$32.28 billion, up 37% year-on-year. In the first half of the year, Hanoi Customs collected VND16,759 (equivalent to VND61.1% of the estimate and 121.2% of the same period in 2021), of which, Hanoi alone collected VND12,965 billion (equivalent to 59.2% of the estimate and 124.3% of the same period in 2021).

Businesses restore production

According to the Hanoi Customs Department, although the revenue growth rate is lower than the rate of increase in taxable import-export turnover (due to the influence of the Free Trade Agreements (FTAs) implementing policy on tax cut to 0% such as EU-Vietnam Free Trade Agreement (EVFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); Government's Decree 15/2022/ND-CP dated January 28, 2022 on tax exemption and reduction policies according to the National Assembly's Resolution 43/2022/QH15 on fiscal and monetary policies to support the program of socio-economic recovery and development with 2% reduction in the value-added tax rate from February 1, 2022, the state budget revenue of the whole department in 2022 rose compared to the same period last year.

According to the Hanoi Customs Department, after two years of suffering the serious impacts of the Covid-19 pandemic, in 2022, thanks to the control of pandemic and adaption to the new situation and accompanying businesses, business and production activities have been improved and bounced back. Total trade between January and June rose 37% year-on-year, of which taxable turnover rose 28.9% and focused on some key products with high tax rate such as tobacco materials increased by 57%; chemicals and chemical products by 134%; computers, electronic products and components by 125%; household electrical goods and components by 88%.

Motivated by positive results in the first six months of the year, Hanoi Customs Department is determined to continue implementing trade facilitation solutions, improving the effectiveness of state management and preventing revenue loss to achieve the state budget collection task 2020 of VND27,420 billion.
