Controlling goods in series
According to the General Department of Vietnam Customs, the requirements of this project for imported goods are to manage and supervise goods from the time when the means of transport enters or uploads to the time when they are put into storage at Customs surveillance locations for domestic consumption or they are transferred to another Customs regime (processing or export production). For exported goods, the system helps to manage and supervise goods throughout the time when the goods are gathered for export, export procedures, transportation at places subject to Customs supervision, until the goods are taken to airports and airplanes, then moved out of the Customs supervision area and loaded onto means of transport for exporting to foreign countries.
Regarding Customs surveillance system, the Deputy Director of the Department of Information Technology and Customs Statistics (under the General Department of Vietnam Customs), Mr. Le Duc Thanh said that the IT solution is to deploy the central system for the exchange of information among the Customs and air cargo businesses and stakeholders through the National Single Window to solve 3 problems: Management and supervision of goods at locations subject to Customs supervision; supervision of the movement of goods among locations subject to Customs surveillance; and ancillary problems to support Customs management. Risk management will be applied throughout the monitoring and supervision of goods to support the identification of key subjects for screening before/after ..., thereby improving the compliance of enterprises.
The management and supervision of Customs area is the management and supervision of loading and unloading of means of transport into port and import places, loading of goods onto means of transport leaving port and export locations; supervising changes at ports, airports, and locations; supervision of goods put into/out of warehouses (goods which are put into or out of the surveillance area); and inventory management of aviation warehouses. As for the problem of monitoring the movement of goods among Customs locations, the system will help supervise and monitor the transport of goods among locations subject to Customs supervision to ensure the integrity of the goods; delivery time; and transportation route.
Synchronous solutions needed
In order to manage the goods at all stages of the monitoring process, the system will use the identification number. Accordingly, the identification number will be issued by the Customs system. For imported goods, the system will automatically affix the goods identification number upon receipt of the airline, shipping agent or forwarding agent declaring the manifest, bill of lading and related documents for execution of procedures for entry aircraft through the National Single Window. Each secondary bill of lading will be affixed with several identifiers. The principle of creating an identification number shall be unique and shall be based on the information available on the secondary bill of lading. For exported goods, before making export procedures, the Customs declarants will obtain the identification number of the goods supplied by the Customs office through the online public service port or through the terminal software for export declaration.
In order to implement the project on management and surveillance of goods, the Director of the Department of Customs Information Technology and Statistics, Mr. Nguyen Manh Tung said that this was a complex issue. In order to deploy successfully, we need to prepare well, which requires the coordination of many related parties. According to the plan, the Customs Department of Hanoi will launch the first project monitoring goods at Noi Bai airport. During that time, the Customs Departments of the provinces and cities need to prepare for official implementation in 2018. Specifically, the Customs should early set up the committees to deploy the system; review and determine the scope of the participants; review the current state of information technology infrastructure of the Customs office; develop an implementation plan; promote propaganda and dissemination for enterprises and Customs officers; preparation of technical conditions and information technology system.

Recently, the General Department of Vietnam Customs has held the first seminar (on 5th July 2017) to implement the project management and supervision of goods at airports to disseminate plans for port businesses, warehouses, airlines and Customs representatives from some provinces and cities. At this meeting, Mr. Nguyen Manh Tung affirmed that all regulations related to Customs management, operations and technology will comply with international standards. Except for the necessary issues, the Customs will have specific regulations to guide enterprises to do, which is in line with the specific Customs management of each country.
