Why Customs statistics vary?

VCN- Recently, there have been a number of inquiries from organizations and individuals using Customs statistics about the differences of Customs statistics of each period with the data accumulated over months, which has been promulgated by the General Department of Vietnam Customs.

Regarding the causes of this discrepancy, the General Department of Vietnam Customs said that the statistical time was the time of registration of Customs declarations, which was accepted by the Customs authorities. These are just temporary statistics. After that time, with the amendment, supplement or cancellation of declarations, the overall figures for each period will not match the monthly figures.

Monthly import and export statistics of the Customs may be changed if new information is updated. The change in the statistics will be reflected by the symbol of "adjustment" or "official" every 6 months (under the Schedule of publishing import-export statistics on the e-Portal of the General Department of Vietnam Customs at www.customs.gov.vn).

According to this Schedule, on September 23, 2016, the General Department of Vietnam Customs will publish adjusted data for the first 6 months of 2016 in 3 catagories: preliminary, adjusted and formal statistics.

"Thus, when the official figures are published, the total figures of each period will match the data in the long term", explained the General Department of Vietnam Customs.

The General Department of Vietnam Customs stated that the adjustment of Customs statistics on exports and imports was a normal operation, which was indispensable in statistical operations.

These statistical operations were recommended by the United Nations Statistics Division (UNSD) and other international organizations to implement the transparency of statistical processes. These statistics methods were also specified in Decision No. 2474 / QD-GDC on December 11, 2012 of the General Department of Vietnam Customs on promulgating the Regulations on adjustment of import and export statistics.
