The Ministry of Finance said that, with tax extension policies, the expected scale when formulating the policy is VND135 trillion.
According to statistics, by the end of November 2022, taxes have been extended for an estimated VND 105.9 trillion (about 78.4% of the expected amount). In particular, extending value-added tax (VAT), corporate income tax (CIT), personal income tax (PIT) and land rent following Decree No. 34/2022/ND-CP dated May 28, 2022, was about VND96.3 trillion (of which the extended amount paid to the budget about VND76.33 trillion). Additionally, extending the special consumption tax (SCT) for domestically manufactured or assembled cars following Decree No. 32/2022/ND-CP dated May 21, 2022, was about VND 9.6 trillion.
Regarding policies on the exemption, reduction, extension of taxes, and fees, the Ministry of Finance said that tax exemption and reduction policies under the Recovery Program (expected scale when formulating policies was VND 64 trillion) by the end of November 2022 is estimated to reach about VND47.8 trillion (about 74.7% of the expected number).
Specifically, reducing the VAT rate from 10% to 8% for groups of goods and services currently applying the 10% tax rate (except for some groups of goods and services) following the provisions of Decree No. 15. 2022/ND-CP on January 28, 2022, reached about VND36.7 trillion.
Reducing 50% of the registration fee for cars, trailers or semi-trailers pulled by cars and similar vehicles, cars domestically manufactured and assembled following Decree No. 103/2021/ND-CP on November 26, 2021, by about VND6.6 trillion.
Reducing 50% of aviation fuel's environmental protection tax rate following Resolution No. 13/2021/UBTVQH15 dated December 31, 2021, by about VND1.9 trillion.
Reducing import and export duty for many groups of goods following Decree No. 101/2021/ND-CP dated November 15, 2021, by about VND1.7 trillion.
Reducing the collection of many charges (from January 1, 2022 to June 30, 2022) to support and remove difficulties for those affected by the Covid-19 pandemic following Circular No. 120 2021/TT-BTC on December 24, 2021 by about VND900 billion.
Regarding the policy of reducing land and water surface rents for those affected by Covid-19 pandemic in 2022 (estimated at VND 3.5 trillion).
The Ministry of Finance said that the Government had submitted Report No. 375/BC-CP dated October 6, 2022 to the National Assembly Standing Committee on reducing land rent and water surface rent in 2022 for those affected by the Covid-19 pandemic. Based on the opinions of the National Assembly Standing Committee, the Ministry of Finance has completed and submitted to the Prime Minister a draft Decision on the reduction of land and water surface rents.
In addition, facing the sudden increase in gasoline and oil prices in the first months of 2022, to control inflation, reduce difficulties for the economy, and stabilize people's lives, the Government reported to the National Assembly Standing Committee to promulgate Resolutions on reducing environmental protection tax rates for gasoline, oil and grease products (which is not included in the package of tax, fee and fee exemption and reduction of VND 64 trillion in Recovery Program as mentioned in point a) with an estimated scale of about VND32 trillion, including: Resolution No. 18/2022/UBTVQH15 dated March 23, 2022 (about VND 24 trillion) and Resolution No. 20/2022/UBTVQH15 dated July 7, 2022 (about VND8 trillion). Therefore, the implementation of these policies in 11 months of 2022 is estimated at more than VND 26.3 trillion.
