Analysis and classification of import – export goods need to meet time and quality

Don't let the time of result announcement take too long

Deputy Director General Hoang Viet Cuong emphasised that goods classification of customs in the future needs to be renovated to complete the assigned tasks. It is necessary to consider the current situation and assess the causes to change the implementation method and procedures so as not to let the time of result announcement of analysis and classification prolong, affecting the clearance time of import and export goods.

"The assessment of the current situation and causes is also to avoid wasting time, resources, costs and machinery," the Deputy Director General said.

According to Cuong, the change of operation method was very important in the context that tasks of the Customs Department of Goods Classification would have many changes in both performing analysis to classify goods and carrying out specialised inspection following Decision 38/QD-TTg of the Prime Minister approving the scheme on reforming the model of quality inspection and food safety inspection for import goods.

To perform the analysis for goods classification, Cuong requested that the process must reduce samples of goods analysis and classification, improve the efficiency of analysis so the classification can ensure the time and quality and at the same time apply the principles of risk management in task performance.

Implementing the direction of the Deputy Director General, at the conference, representatives of the units gave comments on the draft of the process of analysis for classifying exported and imported goods.

According to the provisions of Circular No. 17/2021/TT-BTC amending and supplementing Circular No. 14/2015/TT-BTC of the Ministry of Finance, the order and procedures of analysis for classifying export and import goods has many new features.

For example, the authority for signing and issuing the notice of classification results is held by the Director of the Customs Department of Goods Classification.

For each item sent for analysis, there must be a request for analysis of exported and imported goods.

The request dossier must contain technical documentation. If technical documents are not available, the unit requesting analysis should specify the reason for their absence in item 12 of the request for analysis.

The Customs units where arising the request should send the sample in person or by post to reduce direct contact.

Defining responsibilities

At previous meetings, the General Department of Vietnam Customs leaders requested the Customs Department of Goods Classification to complete the process of analysis for classifying exported goods and imported goods towards clearly specifying the work that needs to be done and the specific responsibilities of the relevant units.

The content of the process must ensure that the analysis and classification are carried out independently and objectively; the analysis is carried out on analysis samples and analysis requirements, avoiding depending on the information on the customs dossier and coding sample to ensure objective analysis results.

The classification division of the Customs Branch of Goods Classification receives samples, checks the dossiers to determine the return of samples in case of ineligibility to receive sample, and clearly states the reason.

In case of eligibility to receive, based on dossiers and documents, make a request for analysis based on specific criteria; sample coding and deliver to the analysis division to perform. Classification of goods codes based on analysis results and relevant records and documents.

The Customs Branch of Goods Classification analysis division performs analysis of coding samples based on specific requirements and criteria, takes responsible for analysis results, and transfers to classification division for classification.
