Actively implement administrative reform
In 2018, the administrative procedure reform of Binh Phuoc Customs Department was accelerated. In addition to completing the legal policy through regular review of the system of legal documents in the field of Customs and related legal documents to propose amendments and supplements to remove ineffective and overlapping documents, Binh Phuoc Customs Department also periodically organized business dialogues to propagate customs policies and procedures. This is to create the most favorable conditions for importers and exporters.
Along with that, in order to facilitate the customs clearance of enterprises in the locality, Binh Phuoc Customs Department also regularly improves the operational efficiency of the VNACCS / VCIS to help businesses reduce cargo clearance time and costs. Effective operation of the online public service system is to maximize convenience and shorten the time for Customs clearance time. From January 1st, 2018 to November 30th, 2018, the unit received 1,414 applications through the online public service system and 77,073 declarations at Customs units.
Implementing the Scheme on promoting payment via banks, Binh Phuoc Customs Department regularly reviewed and updated the list of banks that have signed cooperation agreements for collection with the Customs authorities. The transmission of tax payment information from banks and treasuries to customs payment portal is carried out continuously, ensuring quick tax payment, speeding up customs clearance time, limiting overdue tax debts and coercion that affect business activities.
With the desire to serve businesses better and better, in 2018, Binh Phuoc Customs cooperated with the Public Administration Center of the Office of Binh Phuoc Provincial People's Committee to implement “ Service Quality and Customer Satisfaction Survey of Binh Phuoc Customs Department in 2018 ”. Statistical results showed that over 90% of businesses agree / totally agree with the assessment that Customs officers are civilized, polite, consider businesses as partners, and knowledgeable of professional skills.
Binh Phuoc Customs Department has also implemented the measurement of the time to release import and export goods in 2018. As a result, the average time for detailed inspection of dossiers and physical inspection of imported and exported goods, and the average time since the registration of IDC, EDC declarations until the clearance of imported and exported goods, decreased compared to 2017. During the year, Binh Phuoc Customs Department strictly followed the commitment in Client Service Charter on the deadline for answering and solving problems, reaching 100%; there were no complaints and denunciations and violations of the Client Service Charter.
Dedicate to taking care of businesses
Mr. Vo Tri Tam, Director of Binh Phuoc Customs Department, said that along with the reform of administrative procedures, the business support was also implemented drastically with many specific solutions such as: Propagating legal policies through SMS system; Notifying the contact of the Customs office to support businesses; Publicizing phone numbers of leaders of Departments / Branches / Team and email, ideas boxes for businesses to contact; Organizing meetings with businesses in the management area to capture information, production and business situation, thereby proposing measures to support businesses. Promptly updating policies and regulations affecting the performance of tax obligations of businesses (via email). Strengthening the relationship with the units in the management area for managing and improving the service quality and conditions for importers and exporters.
Besides, the leaders of the Department and Branches also regularly organized direct meetings with businesses at the headquarters of Customs or businesses to grasp the actual situation of production and business, to exchange production and business plans, internal management process of businesses and to solve problems arising, guide and consult on tax calculation for enterprises in a timely fashion. Leaders of the Department and Branches also actively organized meetings with leaders of FDI enterprises to create a friendly and close relationship between Customs authority and FDI enterprises.
In order to improve and boost the compliance of businesses, Binh Phuong Customs Department also regularly updates error information and lists of businesses which frequently commit violations in the locality, thereby guiding how to remedy errors for businesses with a sense of law compliance. At the same time, building a commitment to law compliance for enterprises which are willing to cooperate with Customs authorities and organizing quarterly meetings with the businesses. In 2018, Binh Phuoc Customs Department held meetings at its office with 29 businesses and solved 11 difficulties and obstacles for importers and exporters.

In particular, the group of businesses who regularly conduct Customs clearance at the unit, was supported by Binh Phuoc Customs Department by establishing contact clues, directly monitoring, managing, guiding and supporting businesses; regularly exchanging with them to catch difficulties for timely settlement; Inviting them to attend training courses on new documents organized by the General Department of Customs or the Customs School; Prioritizing direct support for them such as prioritizing inspection and Customs clearance outside working hours when required.
As of November 2018, the Customs Department has signed a cooperation agreement with 11 businesses which regularly implement import and export activities in the area.
As of December 18th, 2018, Binh Phuoc Customs Department collected VND 665,311 billion, reaching 109.9% of the assigned target by the Ministry of Finance (VND 605 billion), reaching 101.1% of the assigned target by the Provincial People's Council (VND 658 billion), and 103.9% of the assigned target by the General Department of Customs (VND 640 billion). |
