Capacity assessment for 446 civil servants of Hanoi Customs Department

According to the plan of the General Department of Customs, Hanoi Customs Department is the 5th unit organizing the capacity assessment for civil servants who do not hold leadership positions, in 6 main professional fields: Management supervision, Import and Export Duties, Anti-smuggling, Post-clearance audit, Risk management, and Violation handling (earlier, Customs departments which have organized capacity assessment for civil servants were: Quang Ninh, Da Nang, Dong Nai and Binh Duong ).
Capacity assessment of Hanoi Customs Department will take place in 3 days of the 4th, 5th and 6th of January 2019 for 446 civil servants who do not hold leadership positions in 23 job positions in the 6 main professional fields.
Stating at the ceremony, Director of Hanoi Customs Department Duong Phu Dong emphasized that the capacity assessment was to determine the actual status of professional capacity of civil servants, promptly develop plans to train and foster knowledge and skills for civil servants to meet the requirements of assigned tasks.
At the same time, building a learning movement, forming a sense of self-study and self-training in each civil servant to train and improve professional qualifications and knowledge.
This is also the basis for the arrangement and use of civil servants in a scientific way, in the right capacity and with qualifications to meet the requirements of tasks and Customs reform and modernization, to select qualified civil servants to create a source of leading cadres at all levels.
Addressing the direction of capacity assessment for civil servants of Hanoi Customs Department, Deputy General Director of Customs Hoang Viet Cuong said that Hanoi Customs Department is the 5th unit among 7 local customs units in this deployment phase.

The Deputy Director General emphasized to the civil servants of Hanoi Customs Department the reasons “why to organize the capacity assessment for civil servants, how to organize and organize for what?"
First of all, explaining why to organize the capacity assessment for civil servants, Mr. Cuong said: In the plan of modernization reform of the Customs sector in the 2016-2020 period, one of important parts is improving the quality of human resources for reform and modernization. In addition, in recent years, the growth rate of import-export turnover, volume of goods and businesses has increased by 10-12% per year on average, while according to Resolution 39 of the Politburo, the human resources must be reduced by 10 % until 2021.
Recently, the Customs sector has been effectively implementing the restructuring and streamlining of the apparatus in parallel with improving the quality of human resources. "To improve, we must review and re-evaluate the actual status. It is time to quantify the quality of civil servants and assess the actual capacity of civil servants,” - the Deputy Director General emphasized.
Regarding how to organize the assessment, the Deputy General Director said that in 2016 and 2017, the General Department of Customs carried out an overall review for 183 job positions and identified required output of each position. Through the assessment, the General Department of Customs will determine the capacity of civil servants, thereby making a plan to train and arrange the civil servants in suitable positions.
First of all, the capacity assessment will be implemented for civil servants in 6 professional fields, then the General Department of Customs will continue to expand assessment in other fields, and the assessment is not only for civil servants but also leaders at all levels.
Answering the question of ‘how to assess’, Deputy General Director Hoang Viet Cuong said, the capacity assessment for civil servants will be held objectively and honestly on the computer system.
Thereby, the General Department of Customs will assess objectively the actual capacity of civil servants. Accordingly, building training programs relating to job positions. The training is not only at the General Department of Customs but also implemented by local customs departments for civil servants who have not met the requirements. Based on the assessment results, the General Department of Customs will consider and rearrange them in accordance with their skills and capacity.

The Deputy Director General shared the view of the General Department's leaders of not leaving anyone behind, but it will handle civil servants who do not learn. “If we can do it in the 3-5 year roadmap, we will have a contingent of qualified and professional civil servants who are strong in political quality, leadership capacity, meeting the requirements of reform and modernization,” the Deputy Director General stressed.

The capacity assessment is conducted in test form through the questions which have been updated by the General Department of Customs to the software system of capacity assessment for civil servants. The questions are multiple choice questions, with each question having 4 options, of which one is a correct answer. Theoretical questions are to test the level of knowledge understanding; and practical questions are to test the level of skill understanding. The test structure is regulated by the Capacity Framework stipulated by the General Department of Customs. Each test consists of 60 questions to be completed in 60 minutes. |
