This is an important guideline of the General Department of Customs to its subordinate departments and 7 provincial and municipal customs departments (Ha Noi, Hai Phong, Ho Chi Minh City, Da Nang, Dong Nai Ninh, Binh Duong and Quang Ninh), which will be carried out first in the capacity assessment activities in 2018.

Accordingly, in order to implement Decision No. 166 / QD-TCHQ dated 25th January 2018, the General Department of Customs has promulgated a Plan to renovate some human resource management activities based on capacity under job titles in 2018. One of the important contents that needs be addressed is the development of a Test for capacity assessment of officers.

According to the General Department, over the past time, some units have actively completed the Test for capacity assessment. Specifically, at the General Department, the Department of Import and Export Duties issued a Test related to import and export duties, Department of Personnel and Organization issued a Test for public duty morality; the Policy Department issued a Test for procedures for development of legal nominative documents, the General Department Office issued a Test for formality of administrative documents. At local Customs Departments, Quang Ninh, Binh Duong and Dong Nai have completed the Tests.

However, many other units are still behind the development progress of the Tests, affecting the progress of units in charge of organizing the capacity assessment of General Department such as the Risk Management Department, the Post Customs Clearance Audit and Customs Departments: Hai Phong, Ho Chi Minh City and Ha Noi, etc.

Basing on the implementation results of units, the General Department decided to choose Quang Ninh Customs Department as the first unit launching the capacity assessment of civil servants who no longer hold leading titles in the areas such as Management and Supervision and Import and Export Duties from 15th September 2018.

Then, the capacity assessment of officers who no longer hold leading titles at Import and Export Duties Department and provincial and municipal Customs Departments and departments under other General Departments will be carried out.

In order to implement this task, the General Department of Customs requires the units not to stop or postpone the development of the Test for the capacity assessment of officers who no longer hold leading titles in six major areas, (Management and Supervision, Import and Export Duties, Anti-smuggling, Post – Customs clearance audit, Risk management and Violation treatment) from the General Department of Customs to the 7 provincial and municipal Customs Department in September, 2018 and no later than October, 2018.

To carry out this plan, the General Department of Customs instructs the heads of the units to mobilize their resources to complete the development of the Test of the sector as well as develop and appraise their specialized Tests in order to ensure the quality of the Tests.

Director of municipal and provincial Customs Department shall be responsible for the quality of the Test for capacity assessment applying for their departments, including the specialized Tests set by their departments sent to the competent departments for appraisal.

On the selection of the Test of each unit, the General Department guided that basing on the appraised specialized Test of each unit and appraised specialized Tests of other units, each provincial and municipal Customs Department shall select appropriate questions and situations to build their own Tests.

Regarding the identification of subjects of capacity assessment, in 2018, the General Department of Customs direct the capacity assessment of civil servants who no longer hold leading titles from the General Department level to the Department and Branch level in the 6 major areas. In 2018, the capacity assessment will temporarily stop for female civil servants who are pregnant and enjoying the pregnancy regime.

The capacity assessment of Customs officers shall be in line with the following principles:

Transparency: Tools, materials, instruction materials and test preparation materials are publicly accessible, practical and easy to use.

Fairness: All officers have equal opportunities and interests. Discouragement, regard, prejudice and formality are forbidden.

Competition: Through competition to select good officers who meet the requirements and job position. Officers who do not meet the requirements or have low marks shall be motivated to self-study, improve their qualifications.

Objectiveness: Capacity assessment activities should be based on actual data, actual results and avoid emotional evaluation and one-sided view.

Accuracy: The capacity assessment must accurately reflect the strengths, weaknesses, shortcomings on the professional capacity of officers in accordance with the provisions of the current Capacity Framework.

Classification of capacity proficiency level: Through the assessment period, the level of capacity proficiency of officers will be classified.

Effectiveness: Throughout the assessment period, the strengths and weaknesses of each officer are identified. This helps to accurately identify the training needs, to improve effectiveness of the training, to raise the capacity of officers and ensure the right transfer and assignment.

Cost savings: Ensuring maximum cost savings during the implementation of the capacity assessment. The assessment Test shall be reused several times.
