Massively implement many positive measures

Determining that expenditure control plays an important role in improving the efficiency of management and use of State budget, meeting the needs of public expenditure and accelerating the progress of capital construction projects, the State Treasury has proposed many solutions to ensure strict control of expenditure, in line with strict regulations.

According to the State Treasury's latest data, the accumulated disbursement of the State budget till 31 May 2018 through the State Treasury was estimated at over VND 84.1 trillion. This figure reached 22.7% of the plan, of which the Government disbursed more than VND 83.5 trillion (equal to 22.7% of the Government plan); revenues for disbursement were VND 657 billion (reaching 44.5% of the plan of the State Treasury).

According to the State Treasury, the disbursement of capital being higher than the same period in 2017 is due to the fact that ministries, sectors and localities have concentrated drastically on completing the allocation of the budget from the first months of the year. In particular, Government bond funds will be allocated from the beginning of the year. At the same time, the investors have also urgently sped up the progress of construction works, transition projects and key projects.

Remarkably, in terms of recurrent expenditures, based on the accumulated capital from the beginning of the year to 31 May 2018, the system of State Treasury has implemented control of over VND 297.4 trillion. This figure accounted for 30.5% of the State budget's recurrent expenditure estimates through the State Treasury (excluding debt repayment, aid, additional financial reserve fund and reserve fund).

Through the expenditure control, the State treasury system has declined to pay about 4,362 expenses (812 expenditures and 3,550 recurrent expenditures) due to insufficient payment procedures and budget disbursement with a total refusal of payment of VND 18 billion.

It can be said, in the control of expenditure, these results derive from the great effort of the whole system of State Treasury. The positive results of the implementation also come from solutions such as: Successful implementation of the project which controls over the country; providing online public services through the State Treasury Department's public service information page for budget spending units. The State Treasury has continually reviewed and studied to develop and submit to competent authorities to complete mechanisms and procedures for controlling State budget expenditures through State Treasury in the direction of simplicity, clarity and transparency.

Renovation of management

According to the State Treasury, although disbursement is higher than that of the same period last year, the results have not achieved as planned.

In the coming time, with the objective of speeding up the disbursement of public investment capital in 2018, the State Treasury will continue to study administrative reform in the field of expenditure control in the direction of simplifying administrative procedures, creating favorable conditions for the units using the budget. In the short run, the State Treasury will submit to the Government to issue a decree regulating administrative procedures in the State Treasury.

In addition, the management of State budget expenditure control will be implemented in a modern manner, applying information technology, promoting propagation of online public services and improving the public service system to ensure smooth operation and meet the requirements of the units using the budget.

The State Treasury will also take the initiatives in grasping the problems arising in the localities on the mechanism and policies on State budget expenditure control procedures in order to promptly report and advise the competent units to remove difficulties.

With respect to the State Treasury of provinces and cities, the State Treasury will continue to request these units to co-operate with the finance agency to ensure adequate funding to meet the demand for payment. Along with the payment control right after receiving the complete dossiers sent by the units according to regulations, the dossiers must not be left without plausible reasons in the State Treasury.

In the course of performing the expenditure control tasks, the State Treasury also requests the State Treasuries of provinces and cities to actively exchange and guide the units to complete the dossiers of payment procedures as prescribed. Quarterly, the State Treasury at all levels shall coordinate with the concerned units in organizing seminars with investors to exchange and remove difficulties and problems in the process of disbursement of investment capital, especially projects with low disbursement rate. At the same time, the State Treasury shall sum up and report to competent authorities to take timely measures to speed up the disbursement of public investment capital in 2018.
