Enhancing efficiency of customs control
Despite being seriously affected by the Covid-19 pandemic, the Customs sector implemented solutions to enhance the efficiency of customs control for imports and exports in 2021, including creating favorable condition for businesses while meeting requirements on customs inspection and preventing customs offences.
The General Department of Vietnam Customs (GDVC) issued Official Dispatch 119/TCHQ-GSQL dated November 1 to request customs units to improve their inspection capacity amid an increase in smuggling, trade fraud and tax evasion.
The Customs sector has upgraded the information system to closely control imports and exports across border gates; taken measures on risk management for imports on land, sea and air routes; issued regulations on the rate of minimum screening, and implemented solutions to enhance the efficiency of goods screening.
In addition, the country’s top customs authority worked with the Ministry of Industry and Trade to confirm the quantity of goods congested at border gates to revoke the business codes for temporary import for re-export, and instructed customs procedures for temporary import for re-export that use many modes and means of transport.
The solutions provided by the Customs sector prevented transit permit evasion for goods in transit, and helped detect some infringing shipments and conduct physical inspections for 100% of goods at the entry border gates.
The GDVC has instructed local customs departments to resolve problems in customs procedures and supervision for imported automobiles, motorbikes and alcohol for domestic consumption; on-spot imports and exports, one time declared goods and multiple imports and exports.
The country’s top customs authority has asked local customs departments to strictly control imports of sturgeon, and implement policies and procedures for the imports; strengthen manage for goods sent via expresss delivery services to prevent the abuse of policies to separate goods into small quantities for evasion of tax and specialized inspection.
Checking goods origin
The GDVC issued the plan on prevention of origin fraud and illicit transhipment in 2021. The customs has reviewed items with high risks of origin fraud and illicit transhipment, infriging intellectual property rights offences, such as for sugar cane products, raw cashew nuts, and Astro and Luffman cigarette brands.
Customs has also instructed procedures on C/O form D, C/O form A and handling problems of enterprises in the implementation of the Vietnam-United Kingdom of Great Britain and Northern Ireland Agreement; CPTPP and EVFTA.
The automated system for customs supervison has improved. The system has been launched at three air cargo terminals Noi Bai International Airport and two air cargo terminals at Tan Son Nhat International Airport since April.
The GDVC has comprehensively cotrolled imports and exports across land border gates.
To prevent the backlog of goods and imported scrap, the GDVC has not allowed unloading of imported scrap that is not eligible for import, thereby, facilitating businesses in importing scrap that meets the prescribed conditions, preventing transporting waste and scrap that is ineligible for import, causing backlogs at seaports.
