Customs launches work program for the second quarter of 2022

Positive results in all aspects
In the first quarter of 2022, the General Department of Customs has carried out key projects to submit to the Government, submit to the Ministry of Finance and complete 20 projects to submit to the General Department. Key projects and programs were developed by the General Department of Customs in the first quarter such as the plan on controlling administrative procedures in 2022; the Customs -Business and stakeholders Partnership Development Plan in 2022; the Law dissemination and education Plan; support and communication plan in 2022; Directive 439/QD-TCHQ dated February 11, 2022 of the Director General of the General Department of Customs on the drastic implementation of measures for trade facilitation and anti-revenue loss in 2022. |
In the first quarter of 2022, the General Department of Customs drastically implemented the Resolutions and Directives of the Government and the Prime Minister on macroeconomic management, such as Resolution 01/NQ-CP dated January 8, 2022, Resolution 02/NQ-CP dated January 10, 2022, especially Resolution 11/NQ-CP dated January 10, 2022 on January 30, 2022 on the socio-economic recovery and development program and the implementation of Resolution 43/2022/QH15 of the National Assembly, thereby, creating favorable conditions for import-export activities, helping enterprises restore production and business in the new situation and strive to complete all assigned tasks.
As a result, the customs sector processed more than 2.7 million declarations with a total import and export turnover of US$176.83 billion, up 14.7% (equivalent to US$22.65 billion) year-on-year.
Of which, exports rose 13.5% or US$10.59 billion year-on-year to US$89.06 billion and imports rose 15.9% or US$12.06 billion year-on-year to US$87.77 billion. The country saw a trade surplus of US$1.29 billion.
For the state budget collection task, to achieve the annual revenue target, the Director General of Customs issued Directive 439/CT-TCHQ dated February 11, 2022 on the drastic implementation of measures for trade facilitation and anti-revenue loss in 2022.
As a result, customs collected VND108,790 billion to the State budget in the first quarter, equal to 30.9% of the target and 29.4% of the ambitious target, up 20.2% or VND18,282 billion year-on-year.
Relating to the fight against crime, smuggling and trade fraud, the whole Customs sector presided over, coordinated, handled 3,841 cases with infringing goods estimated at more than VND1,288 billion; and contributed more than VND88 billion to the State budget in the first quarter of 2022.
Notably, Customs took 20 cases to court, equal to 50% of the number of prosecutions in the whole of 2021, and transferred 21 cases to other agencies.
Assessing the performance in the first quarter, Director General Nguyen Van Can said despite many difficulties and challenges, with the initiative, determination and efforts to carry out solutions, the Customs sector achieved positive results in all aspects.
At the meeting, under the chair of the Director General representatives of the Import-Export Tax Department, the Customs Management and Supervision Department, Department of Customs Modernization and Reform and Customs Departments from Ho Chi Minh City, Lang Son, Hai Phong delivered a speech to discuss solutions to achieve the goals and tasks in the second quarter.
The general spirit is to continue to promote administrative procedure reform, implement solutions to facilitate trade, and provide support to businesses to restore production and business after the pandemic; carry out solutions on the budget collection and combating tax fraud and loss; and improve the efficiency of anti-smuggling work.
Proactively follow new regulations
Concluding the meeting, the Director General requested the whole sector continue to closely follow the programs and work plans in the quarter and for the whole year to have specific and effective solutions for tasks mentioned in the report of the General Department of Customs.
Regarding specific tasks, the General Director directed the whole sector to make efforts to implement key projects and programs such as urgently completing work contents related
IT service outsourcing to carry out the digital Customs (according to Decision 97/QD-BTC dated January 26, 2021 of the Ministry of Finance); proactively plan to implement the Decree on information connection and sharing in the field of export, import, transit of goods, exit, entry, transit of people and means of transport under the National Single Window; the master plan on building and developing an information technology system to serve the implementation of the National Single Window and the ASEAN Single Window with a centralized processing orientation; and the Customs development strategy until 2030 when these documents are issued.
For the state budget collection task, along with solutions to ensure revenue targets, the customs sector must continue to strengthen measures to prevent revenue loss. The Director General requested the Anti-Smuggling and Investigation Department, the Post-Clearance Audit Department and units under the General Department and local customs departments to develop plans to fight and strictly handle tax fraud.
In which it is necessary to soon complete the inspection and handling of violations in the topic related to cashew nuts.
Regarding the fight against crime and smuggling, customs units are required to pay special attention to the control, detection, and prevention of drug crimes in the area of customs operation areas.
