Deputy Director General Hoang Viet Cuong meets the WCO Deputy Secretary General

VCN - On the occasion of the 28th ASEAN Customs Directors-General Meeting, on the morning of June 12, Deputy General Director of Customs General Department Hoang Viet Cuong had a meeting with the WCO Deputy Secretary General Mr. Ricardo Trevino to exchange some contents that the WCO may support Vietnam Customs in the future.

At the meeting, Cuong appreciated and sincerely thanked the WCO for effective technical assistance, especially in capacity building and training of human resources. WCO's programs and projects were timely and met the requirements of the customs authorities including Vietnam Customs in implementing trade facilitation measures and ensuring the security of international commercial lines.

Talking about the development strategy of Vietnam Customs in the future, the WCO Deputy Secretary-General pledged to support Vietnam Customs in developing and implementing a strategic plan for modern and professional customs, which ensures both Vietnam's socio-economic development strategy and WCO’s strategies of simplifying, unifying, modernizing Customs procedures in accordance with standards and modern technology; effectively controls Customs to prevent illegal trade flows affecting sustainable development. The WCO will send expert teams to assist Vietnam Customs to develop and concretize the implementation of the strategy to help Vietnam achieve its objectives for the future.

Regarding Vietnam Customs' proposal to develop the Vietnam Customs School into a WCO training center in the Asia-Pacific region, the WCO Deputy Secretary-General appreciated the plan and said the WCO had directed the Asia/Pacific Regional Office for Capacity Building (ROCB-AP) to support Vietnam Customs in developing a roadmap to realize this goal.

Deputy General Director Hoang Viet Cuong also said that with the existing facilities and human resources of Customs, when Vietnam Customs School becomes a WCO regional training centre, Vietnam Customs will maintain the quality and sustainability of all WCO standards and operating conditions for a human resource development training centre. The WCO Deputy Secretary General believed that with the position and advantages of Vietnam Customs in professional fields, Vietnam Customs will be a place to share experiences for regional customs.

Regarding the measurement of cross-border trade index, WCO agreed with the views of Vietnam Customs and said that the WCO has received many complaints from the Customs of member countries on doing business index of the World Bank, which did not accurately reflect the reality due to limitations in sampling methods and measurement methods and lack of close coordination among customs authorities . The WCO is currently working with the World Bank to issue appropriate methods of measurement and sampling to make indexes, including doing business index publicized and reflect the reality in each country.
