In addition, the meeting was attended by Deputy General Director of General Department of Customs Mai Xuan Thanh, representatives of several departments under the General Department of Customs and leaders of Ho Chi Minh City Customs Department.

Improve the efficiency of management

Speaking at the opening of the meeting, Director General Nguyen Van Can said that the Customs sector assessed that Saigon Newport Corporation was a special business unit and had been good at coordination and compliance with customs law. However, to meet management requirements, especially requirements in the new situation to facilitate the import and export activities and the corporation’s operations, conditions for customs inspection and supervision must be ensured. Saigon Newport Corporation is both the partner and the subject of the management of the Customs.

From the statement of the Director, representatives of Saigon Newport Corporation and other units discussed relevant content, such as: conditions for customs inspection and supervision according to regulations on arrangement and separation of areas for storing export and import goods and domestic goods at ports; places to install container scanners to serve goods screening to ensure efficient management and convenient internal traffic; camera systems for container recognition at the port’s gate to support the deployment of the VACCSM.

Mr. Nguyen Phuong Nam, Deputy General Director of Saigon Newport Corporation, reported to the General Director on the situation of customs clearance through the port systems under Saigon Newport Corporation; the implementation of the customs law at seaport facilities and raised recommendations and problems in the implementation of the customs agency’s requests at ports.

At the meeting, representatives of leaders of departments discussed and instructed to remove some difficulties and problems of Saigon Newport Corporation about conditions to ensure customs inspection and supervision for domestic goods at the port; regulations on separate paths for domestic goods and import and export goods.

Director of Ho Chi Minh City Customs Department Dinh Ngoc Thang also said that in the management of customs at Cat Lai port, the two sides have supported each other for mutual development. The survey by the Ho Chi Minh City Customs Department in Hai Phong and proposal to launch the scheme on collecting fees for using infrastructure works and public utility works at seaport border gates in Ho Chi Minh City have also helped Saigon Newport Corporation with operations.

Six contents need implementing immediately

Concluding the meeting, Director General Nguyen Van Can directed relevant units to implement six specific contents to improve the efficiency of customs management at seaports.

First, for the scheme on collecting fees for using infrastructure works and public utility works at the seaport border gates in Ho Chi Minh City, Ho Chi Minh City Customs Department is requested to expand coordination and create favourable conditions for implementation.

Second, regarding the handling of scrap left at ports, according to the provisions of the international convention, the scrap must be re-exported to the place of origin, so all the shipping lines' petitions cannot be processed. The customs agency will focus on the fourth option, which is destruction.

Third, regarding the data connection and inventory of overdue goods at Cat Lai port, the Director General asked the Ho Chi Minh City Customs Department to direct its customs units and Sai Gon Newport Corporation to complete the liquidation by December 31, 2020, including scrap and goods left in stock for more than 90 days. In 2021, the management will follow a new process, so goods in stock must be handled completely.

Fourth, the Customs sector is investing and will share with the Saigon Newport Corporation about the entire camera system that integrates with all the existing Customs programs.

Fifth, for the Cat Lai area, there are no domestic goods going through here, there is no need for a separate fence and gate, but for other ports, there must be a separate fence and gate, if there is no main gate to the highway then there must be an internal gate leading to the main road. Customs will be flexible in using hard fences.

Sixth, for scanners, all screening will serve customs control and management. An average screening capacity or a scanner must reach 50 containers per hour. If the system has not selected automatically, then selection will be done manually, all shipment selected for screening will be announced publicly.

The Director General added that the General Department of Customs is ordering 12 scanners, in June 2021, they will arrive in Vietnam to allocate to Cat Lai port. In the immediate future, the scanner from Phuoc Long-Thu Duc will be sent to Cat Lai port, Saigon Newport Corporation has to arrange a location for the scanner.

With the aim of improving the management of the Customs agency as well as the Saigon Newport Corporation for customs clearance activities at the seaport system and providing the best support for import-export enterprises to overcome the difficult period due to the impact of the Covid-19 pandemic, the Director General expects that Sai Gon Newport Corporation would coordinate with the Customs agency to comply with laws related to Customs management. For customs units, the General Director requests that customs units must strictly implement the conclusions at this meeting.

Deputy Director General Mai Xuan Thanh said that Saigon Newport Corporation has a large capacity for import and export goods in the country, so the General Department of Customs is very interested and regularly works with the corporation in the task performance. At this meeting, the problems raised by the corporation were answered and instructed in detail by customs units. The Deputy Director General suggested that the port enterprises should arrange the most convenient area for the scanner for the customs agency and immediately solve goods in stock and report to the Ministry of Finance and General Department on problems and procedures.
