Electronic transactions cover customs operations

The working group of the Committee for Science, Technology and Environment is led by the Vice Chairman of the Committee, Nguyen Phuong Tuan.

Speaking at the session, Mr Nguyen Phuong Tuan said that implementing the law-making program in 2022-2023, the draft Law on Electronic Transactions (amended) was discussed by the National Assembly Standing Committee at the legislative session in September 2022 and will be submitted to the National Assembly for comments at the fourth session in October (expected to be approved at the May 2023 session).

After the National Assembly Standing Committee assigned the Committee on Science, Technology and Environment to be the verification agency for this Law project, the verification agency organized survey teams for ministries and central and local agencies.

The General Department of Customs is the second surveyed unit (after the Ministry of Industry and Trade).

"In the spirit of surveying to understand the actual operations of the management agencies, the survey team expects the General Department of Customs to give definite opinions, especially difficulties and obstacles to develop a draft law that ensures quality and meets the actual situation", said the Vice - Chairman of the Committee.

Reporting to the survey team, Deputy Director General Mai Xuan Thanh said that the Customs sector is managing many import-export enterprises, including many foreign and multinational corporations. Therefore, electronic transactions in the customs sector are enormous.

Electronic transactions are performed in many customs operations, such as customs procedures, inspection, supervision, and customs control, through modern information technology systems.

For example, the Customs sector is running the VNACCS/VCIS, considered the leading modern information technology system in the state management agencies; and managing the National Single Window Portal connected to 13 ministries and agencies with a massive volume of administrative procedures and daily transaction records.

Therefore, the Customs sector is very supportive of the development of the Law on Electronic Transactions (amended) and hopes that the Law will soon be adopted to meet the development needs in the future.

At the working session, representatives of units: Customs Information Technology and Statistics Department, Customs Supervision and Management Department, the Legal Department, and Hai Phong Customs Department gave specific opinions on each content of the draft law.

The draft Law on Electronic Transactions (amended) includes eight chapters and 56 articles, adding two articles compared to the current Law. The draft Law inherits the current regulations and adds new regulations, such as providing a new chapter on reliable services; amends and supplements many regulations to remove inadequacies in the past time.
