Eliminating paper records for 9 administrative procedures in agriculture

VCN- The Ministry of Agriculture & Rural Development has requested various subordinate units to completely solve 9 administrative procedures which were implemented by the National Single Window (NSW) on the National Single Window portal, and not to deal with paper documents for the next 1-10 days.

Enterprises in the footwear industry are beneficiaries from NSW deployment.

The Ministry also requests these units to initiatively expand these 9 administrative procedures on National Single Window systems in some places (airports, seaports and border departments, branches, area offices ...)

Concurrently, using existing resources to initiatively cooperate with the Centre for Information and Statistics (Ministry of Agriculture & Rural Development), Viettel Corporation and the General Department of Customs to handle problems occur in engineering, and training to expand the scope of application; and review and standardize the pilot of 9 administrative procedures to re-proclaim under the provisions.

The Ministry of Agriculture & Rural Development has officially interconnected to the NSW from June 2015 with various subordinate units including: General Department of Fisheries, General Department of Forestry, Department of Livestock, Department of Animal Health, Plant Protection Department, Department of Crop Production, and the National Agro-Forestry-Fisheries Quality Assurance Department.

9 administrative procedures have been applied in NSW including: CITES license for export and import enterprises, re-export of specimens of animals and plants in the Appendices of CITES; Verification registration for quality of imported seafood; Licensing procedures for imported plant on the lists of permitted for production and trading; Licensing procedures for import fertilizers on the list allowed to produce and trade; Licensing procedures for Phytosanitary certificates for import; transit and domestic transportation; Verification registration for quality of import feed; quarantine certificates for export animal products; certificates for export seafood shipments produced at facilities in the Priority List; certificates for export seafood shipments produced at facilities out of the Priority List.

To June 2016, the subordinate units of the Ministry of Agriculture & Rural Development received a total of 12,940 records from the National Single Window portal; and set, solved and licensed 12,493 electronic records. In particular, the livestock sector received and handled up to 10,147 records, licensed 9,977 electronic records; plant protection sector received and handled 1,861 records with 1,765 licensed records.
